Minimum Qualifications Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 2, G-25 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above G-23 and deemed eligible for transfer under Section 70.1 or Section 52.6 of the NYS Civil Service Law.
Preferred Qualifications: Master’s degree and at least two years of experience working in public health and/or public administration/management; At three years of experience in the development of HIV specific programming; At least two years’ experience working directly with the community; At least two years’ experience managing contracts/grants with not for profits; At least one year of experience in the development of written materials including program reports, evaluations, monitoring reports; At least three years’ experience in oversight/supervision of professional staff. Proficient with Microsoft Office; Grants Gateway, SharePoint, and other databases.
Duties Description The Health Program Administrator II will oversee HIV/STD/HCV prevention and related services funded in the Division of HIV/STD/HCV Prevention’s Office of Public Health and Prevention Programs . The incumbent, will be responsible for program management, coordination, planning, implementation and evaluation of funded programs. Programs are funded to provide services for HIV positive and persons at risk for HIV in need of HIV/STD/HCV testing, evidence-based interventions, pre-exposure prophylaxis (PrEP), linkage and navigation to healthcare, and essential supportive services that improve overall health outcomes. The incumbent will oversee office activities and will be responsible for contract management and fiscal and data management. The incumbent will also develop program standards, oversee the provision of technical assistance, develop program reports, perform quality review and monitor performance, and act as the office’s data liaison. The incumbent will oversee the achievement of compliance with contract requirements, state mandates, and state and federal funding requirements; and perform other appropriate related duties as assigned.
Additional Comments Permanent, full-time. Occasional day travel, including statewide travel to areas that may not be served by public transportation may be required.
