Minimum Qualifications The selected candidate must be eligible for transfer or reachable on the appropriate exam for this title in accordance with the provisions of Civil Service Law, Rules and Regulations.

This position may be filled as a two-year traineeship.

Duties Description The Business System Analyst 1 will be part of a program development team that is involved with the system development, testing and support for a specific tax type or multiple tax types in the Processing Division.
Duties include but are not limited to:
• Test changes to existing systems and/or design, test and implement new systems used by both internal and external (public-facing) users.
• Gather and document project requirements, timelines, business rules, test scenarios, and test results.
• Develop test data, scenarios and cases and execute test conditions.
• Identify and track all defects through to resolution.
• Facilitate and coordinate with ITS staff, operations staff and, when necessary, development staff on other teams.
• Create or update documents to reflect current or “as-is” state of business processes and functions.
• Develop training materials and procedure manuals for end users.
• Identify deficiencies and enhancement opportunities to existing systems.
• Review tax form changes, system changes and policy directives to determine impact on operations and procedures, and report findings to unit management.
• Identify, evaluate, and escalate issues and risks in a timely manner to management along with potential options for solution/resolution.
• Analyze data from various sources. Candidate should have expertise with Excel. Familiarity with Pivot tables and other data analysis tools in Excel preferred.
• Use various other software programs including but not limited to Microsoft Project, SharePoint, Visio, and ALM (Micro Focus Application Lifecycle Management).
• Effectively communicate both verbally and in writing with internal and external customers.
• Adhere to the Department’s time and attendance rules and regulations.
