Minimum Qualifications This will be a provisional appointment**

Promotion-

One year of permanent, competitive service as a Marine Services Representative, SG-18.

Open-Competitive

1. Bachelor’s degree from a Maritime Academy or College AND three years of experience as a
a. Third Mate or higher for Oceans, Near Coastal or Great Lakes, for unlimited gross OR
b. Marine Engineer qualified for unlimited horsepower OR
c. Performing safety inspections of public vessels; public vessels are defined by New York State Navigation Law as mechanically propelled vessels carrying passengers for which compensation is received. OR

2. Seven years of experience as a
a. Marine Inspector and/or Marine Inspector (Apprentice) inspecting ships while employed by the US Coast Guard OR
b. Third Mate or higher for Oceans, Near Coastal or Great Lakes, for unlimited gross tons OR
c. Federal First Class pilot OR
d. Marine Engineer qualified for unlimited horsepower OR
e. Master 1,600 gross tons OR
f. Performing safety inspections of Public Vessels; which is defined as mechanically propelled vessels carrying passengers for which compensation is received.
g. Any combination of experience in the categories above.

**Provisional Appointment- Currently, there is no eligible list for this title. Candidates appointed provisionally will be required to take and pass the next scheduled Civil Service examination for this title when it is given and be immediately appointable from the resulting eligible list to maintain employment.

Duties Description Under the supervision of higher-level personnel, the Senior Marine Services Representative applies technical knowledge and skills requiring specialized training and experience to enforce compliance with various provisions of the New York State Navigation Law and ensure the protection and safety of operators and passengers. Duties include but are not limited to:

• Manages, schedules, and directs all correspondence from the office relative to the inspection of Public Vessels and licensing of their operators.
• Supervises work schedules, assignments, and responsibilities of Marine Services Representatives.
• Supervises and oversees the work of the Navigation Aids crew. Responsible for installation and winterization of buoys marking safe passage and hazards on NYS waterways.
• Creates specifications and procurement documents for vehicles and patrol vessels related to the marine services program.
• Coordinates delivery and assignment of marine patrol vessels and maintains documentation of equipment inventory.
• Consults on design and implementation of boating safety education program and general boating safety materials and publications.
• Attends conferences, workshops and technical training sessions related to marine safety.

Additional Comments OPERATING NEEDS:

• Candidates must possess effective communication skills and have the ability to understand written and/or verbal material and instructions.
• Daytime, weekend, holiday, and evening work is required.
• Candidates must possess and maintain a valid NYS driver’s license as a term and condition of employment.
• Candidate is expected to have proficiency in Excel, Word, and Microsoft Outlook.
