Minimum Qualifications NYS Department of Health employee with permanent or contingent-permanent service as a Business Systems Analyst 2 Health, Grade 23 OR NYS employee with one year or more of permanent or contingent-permanent service in a competitive class title equated to SG-21 or above and eligible for transfer to Business Systems Analyst 2 Health under Section 52.6 of the Civil Service Law.

Preferred Qualifications: Experience working in large scale information systems environments, supporting user provisioning, operational activities, supporting and working with data visualization tools, assessing information systems for process improvement, and monitoring and management managing of information systems. ?Experience in leading, supporting the roll out of new technology initiatives, working with end users or data submitter communities, and apprising leadership teams of project and operational status, identifying areas for improvement, and implementing improvements. Experience with databases, relational database management systems (RDBMS), SQL, R, Python, Tableau, data exchange, and data analytics. Basic understanding of on-premise, cloud, and hybrid technology solutions. Understanding of, and ability to track user provisioning processes, system deployments and operations, and system adherence to service level agreements. Experience or understanding of healthcare analytics, healthcare programs offered within, by, or through New York State, and standard healthcare transaction types.

Duties Description The Business Systems Analyst 2(BSA2) will work within the Office of Quality and Patient Safety, Division of Information and Statistics, Bureau of All Payer Systems and Informatics. This position offers the selected candidate an opportunity to play a key role in shaping the operations and growth of a technology forward Bureau that is responsible for operating multiple large-scale healthcare systems and deploying novel systems and solutions in support of achieving Department objectives.

The incumbent will be responsible for assessing, supporting, and enhancing existing and emerging technologies and systems within the Bureau of All Payer Systems and Informatics. More specifically, the incumbent will analyze programmatic needs relative to existing and potential systems, assess systems and data sets in support of public facing web tools, and suggest(s) and develop(s) efficient solutions to leverage existing or new technologies to support reaching program objectives. The incumbent will oversee the tracking and monitoring program of systems performance, user provisioning, and raise concerns and suggestions to management team relative to SLA compliance, user experience, and areas for potential improvements. The incumbent will facilitate and lead the integration of user and submitter experiences from new data sets into programmatic operations; existing systems, reports, and visualizations and change management processes; support improving user and submitter experience in alignment with program objectives; document business needs and existing processes to support implementing technology solutions; and, develop, document, and support programmatic standard operating procedures, including, but not limited to:

Assessing technology landscape both within, and external to, the Department for opportunities to improve or synthesize programs existing or future technology footprint;

Providing technical advisement and support to user and submitter community for all systems managed by the Bureau; and,

Track, monitor, and suggest/develop improvement, support new developments on system data flows, data integration, and load processes changes, enhancements, or additions and raise to management team concerns or areas for improvement.
