Minimum Qualifications Possession of a Master’s Degree in a mental hygiene discipline (e.g., occupational therapy, physical therapy, social work, speech pathology and audiology, psychology, recreation, rehabilitation counseling, education or nursing), hospital administration, business or public administration or other area specifically related to health care, behavioral or social science, statistics, quantitative research; OR a valid license to practice medicine in New York State or Canada; AND five years of progressively responsible administrative, management, or supervisory experience in a mental hygiene or health/human services setting, or comparable setting, delivering individualized and customized services. Duties Description The New York State Office for People With Developmental Disabilities (OPWDD) is looking for a forward-thinking leader who is capable of informing and executing strategic decisions at both the organization and system level to serve as the Director of DDSOO Planning and Quality Improvement in OPWDD Central Office. The ideal candidate will have experience serving individuals with intellectual /developmental disabilities (I/DD), extensive experience with continuous quality improvement and corporate compliance activities, experience with electronic health record systems and program research/data analysis. This position serves at the pleasure of the Commissioner of OPWDD.

The six DDSOOs support approximately 6,000 individuals with developmental disabilities in OPWDD-operated Supervised and Supportive Individualized Residential Alternatives, Intermediate Care Facilities, Secure Care Campus Programs, Day Habilitation Programs, Family Care, Supportive Employment, Pathways to Employment, Free Standing and In-Home Respite, as well as Community Habilitation Services. The six DDSOOs employ approximately 14,000 staff in various titles including Direct Support Professionals, licensed clinicians, Directors and Deputy Directors. Intermittent travel to all six DDSOOs will be required to fulfill the responsibilities of this position.

POSITION DESCRIPTION:

The individual selected will serve at the executive level and provide a leadership role for the Division of Service Delivery’s State Operations Offices. The selected candidate will report to the Associate Deputy Commissioner, Division of Service Delivery, State Operations Offices and work with the DDSOO Directors and DDSOO Deputy Directors and management team members from multiple divisions to foster and support a collaborative workforce to ensure excellent quality in state-operated program standards.

The ideal candidate for this position will share OPWDD’s commitment to advocating on behalf of people with developmental disabilities as well as advancing and enhancing services and supports. In line with our dedication to “Putting People First,” they will also provide leadership, commitment, and support to State Operations Office staff as well as to individuals with developmental disabilities, their family members, OPWDD Regional Office staff, local governmental entities and other stakeholders.

PRIMARY DUTIES AND RESPONSIBILITIES:
Under the direction of the Associate Deputy Commissioner, DDSOO, the Director of State Operations Planning and Quality Improvement is responsible for overseeing the ongoing development and implementation of consistent statewide standards of practice, training, quality, and Medicaid compliance in the six State Operations Offices. While this function will not oversee day to day operations, it will support the six DDSOO Directors in establishing statewide policies that assure the compliance and quality of service outcomes across the state. It will also support the agency by gathering and processing statewide state operations data requests, i.e., vacancy reconciliation, monitoring of annual staff training requirements, responses to oversight agency reviews such as the Office of the State Comptroller, and trending reports. This position will be responsible for providing guidance to field operations on regulation changes and service function changes associated with the implementation of waiver funded services delivered by State Operations, Managed Care options for people with developmental disabilities, for example, monitoring FIDA enrollments, Care Coordination Organization choice options, and Life Plan dispute reviews, to name a few. This position serves as a coordinator of uniform planning for enterprise issues that impact all districts. The Director of State Operations Planning and Quality Improvement will also directly oversee the State Operations Business Operations Records Management, State Operations Program Research and Data Analytics, and State Operations Technical Assistance functions. Other projects and assignments as determined necessary and appropriate by the Associate Deputy Commissioner, DDSOO, will be assigned.
