Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Auditor 1 or Senior Auditor.
Eligible List Appointment: Candidates who are reachable on the Professional Career Opportunities (PCO) Select Job Titles list may be considered for appointment. If you are on the Civil Service eligible list for Auditor 1, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 70.1 Transfer to Auditor Trainee 1: Candidates must have one year of permanent competitive or 55b/c service in a title SG-12 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law. Candidates must also possess 24 semester credit hours in accounting, auditing, or taxation courses. Section 70.4 Transfer to Auditor Trainee 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Auditor Trainee 1 if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-12 or higher AND have standing on the Professional Career Opportunities Select Job Titles eligible list AND possess a Bachelor’s degree and 24 credit hours in accounting, auditing or taxation courses.
55b/c Appointment: This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter.
Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for an Auditor 1 position within the Office of Administrative Support Group. The incumbent of this position will be responsible for reviewing grant applications submitted by Local Education Agencies (LEAs) for Section 611 and 619 grant funds, pursuant to the Individuals with Disabilities Education Act (IDEA). Duties of this position include, but are not limited to, the following:
• On-site and desk review fiscal monitoring of LEAs’ use of IDEA grant funds, as well as provide primary oversight in LEAs compliance with Maintenance of Efforts requirements;
• Provide guidance and technical assistance to LEAs on all the requirements of IDEA;
• Assist in the review and approval of annual IDEA applications and budgets submitted by LEAs, and
• Review and approve semi-annual LEA Maintenance of Effort Calculators submitted by LEAs.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree and/or transcripts will be required at the time of interview for all candidates. This position may require less than 10% overnight travel.
This position may be filled as a traineeship. The salary above applies to candidates appointed to Auditor 1, SG-18. The salary for candidates appointed to Auditor Trainee 1 starts at $45,455 and, for current New York State employees, is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship in order to advance to the journey level title and salary.
* Leads to a maximum salary of $71,980 based on annual performance advances.
