Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Program Research Specialist 2.

Eligible List Appointment: Candidates must be reachable on the Program Research Specialist 2 or Program Research Specialist Trainee 1 Civil Service eligible list. Section 70.1 Transfer to Program Research Specialist 2: Candidates must have one year of permanent competitive or 55b/c service as an Assistant in Education Research.

Section 70.1 Transfer to Program Research Specialist Trainee 1: Candidates must have one year of permanent competitive or 55b/c service as a Program Aide. Candidates must also possess a bachelor’s degree and nine semester credit hours in statistics, economics, econometrics, research methods, data analysis, or data modeling.

Section 70.4 Transfer: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Program Research Specialist Trainee 1 if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title salary grade 11 or higher AND have standing on the Program Research Specialist Trainee 1 eligible list AND possess a bachelor’s degree and nine semester credit hours in statistics, economics, econometrics, research methods, data analysis, or data modeling.

Section 52.6 Transfer to Program Research Specialist Trainee 1: Candidates must have one year of permanent competitive or 55b/c service in a title allocated salary grade 11 or higher eligible to transfer under Section 52.6 of the Civil Service Law. 55b/c Appointment: This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter.

Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for a Program Research Specialist 2 position in the Office of Special Education (OSE). This Office works to promote educational equity and excellence for students with disabilities, oversees the implementation of federal and State laws and policies for students with disabilities, provides general supervision and monitoring of all public and private schools, serves New York State preschool and school-age students with disabilities, and provides technical assistance to parents and school districts. Under the direction of the Supervisor in Education of Children with Disabilities, the incumbent of this position will be responsible for activities to ensure NYSED compliance with the federal Individuals with Disabilities Education Act. Duties of this position include, but are not limited to, the following:

• In depth monitoring of statewide impartial hearings through the Impartial Hearing Reporting System (IHRS);
• Perform extensive data analysis using IHRS, Cognos, Excel and other software tools to query, compare, analyze, aggregate and present data from the IHRS in order to complete monitoring tasks, support policy decision making and meet data reporting requirements. (Advanced querying and data analysis skills required);
• Provide detailed technical assistance by phone or email to school district personnel regarding data input into the IHRS;
• Provide technical assistance by phone or email to school districts, parents and/or other individuals regarding IHRS, and the impartial hearing process;
• Implement IHRS data change requests submitted by districts as well as identify when/if Unit procedures for such data changes may need revision;
• Identify elements in the IHRS Help File that need revision based on data and/or policy decisions and update the system using web development software;
• Assist with the identification and evaluation of needed enhancements to the IHRS and successfully test such enhancements prior to putting them into production, and
• Fully understand the File Transfer Protocol (FTP) by which impartial hearing data is electronically transferred from the New York City Department of Education (NYCDOE) to the IHRS, including the ability to understand IHRS edit checks that prevent such data from being transferred and the ability to assist the NYCDOE in resolving such data transfer problems.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree and credit hours will be required at the time of interview for all candidates.

This position may be filled as a traineeship. The salary above applies to candidates appointed to Program Research Specialist 2, SG-18. The salary for candidates appointed to Program Research Specialist Trainee 1 starts at $42,986 and, for current New York State employees, is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship in order to advance to the journey level title and salary.

* Leads to a maximum salary of $71,890 based on annual performance advances.
