Minimum Qualifications One year of permanent competitive service as a Senior Attorney; or one year of permanent competitive service in a title eligible to transfer under Section 52.6 or 70.1 of the Civil Service Law with current New York State Bar Admission; or be reachable on the Legal Specialties eligible list. Candidates that have less than 24 months of experience must serve a traineeship with advances at 1-year intervals until eligible for appointment at the Senior Attorney level.

Duties Description The Department of State, Office of General Counsel is seeking to fill a senior attorney position to work with staff in the Office of Planning and Development (OPD) in the areas of land use, local government, water, and environmental law. The duties of the position include, but are not limited to, the following: prepare legally enforceable waterfront revitalization plans and undertake legal reviews of proposed projects in the state coastal area; conduct reviews of waterfront plans submitted to the Secretary of State for approval pursuant Executive Law Article 42. Legal advice and assistance are to be provided to OPD staff, municipal officials, and consultants on a broad range of topics involving planning, zoning and environmental regulation. The Senior Attorney will also be requested to ensure that the Department’s record justifies proposed consistency determinations regarding new development along the coast, including projects associated with the development of offshore wind energy, which will require the development of a working knowledge of the federal Coastal Zone Management Act and other relevant federal laws needed to complete project applicant reviews for consistency with the coastal policies in the New York State Coastal Management Program. The job embraces coastal issues such as climate change, post-storm recovery, coastal hazards, dredging, and hazardous waste cleanup and will also involve drafting legislation and commenting on legislative proposals.
