Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.
Duties Description Under the direction of the Employee Relations Bureau Director, oversee labor relations activities. Duties include:
? Administration of various negotiated labor contracts and agreements and DOT policies and procedures
? Conducting second-step grievance review meetings and prepare agency responses
? Representing the Department in disciplinary matters, conducting agency level reviews of disciplinary grievances, and representing the Department at disciplinary arbitration hearings
? Preparing Employee Relations issuances (procedures, bulletins, etc.)
? Participating and representing management in Labor/Management meetings
? Assisting GOER staff in preparing the State’s case at improper practice hearings before the Public Employment Relations Board
? Serving as liaison with Office of Legal Affairs on issues involving employee relations activity
? Supervising lower-level professional and clerical staff
? Working closely with managers and subordinate staff regarding labor relations matters
? Other labor relations tasks as assigned
Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
