Minimum Qualifications Permanent Transfer Candidates: Current New York State employee with permanent or contingent-permanent competitive status as an Investigator 2, G18; OR New York State employee with one year or more of permanent or contingent- permanent competitive service in source titles listed and eligible for transfer under Section 70.1 of the NYS Civil Service Law. 70.1 source titles include Investigative Specialist 1 (G18), Investigator 2 License (G18), Excise Tax Investigator 2 (G20), Investigative Officer 2 (Unemployment Insurance) (G20). Permanent Transfer Candidates: Current DOH employee with permanent or contingent-permanent competitive status as a Consultant Nurse, G-24 OR current NYS employee with one year of permanent or contingent-permanent competitive service in a qualified title and eligible for transfer to Consultant Nurse HNSA under Section 70.1 of the Civil Service Law OR eligible for transfer under Section 70.4 of the Civil Service Law (NYS employee with one year of permanent or contingent-permanent competitive service at G-22 or higher and meeting the open competitive minimum qualifications listed below).

Preferred Qualifications: Excellent communication, organizational and analytical skills. The ability to work independently and prioritize multiple assignments to make the most effective use of time and resources. Computer literate and experience with Microsoft Word, Excel and Access software and Outlook. Experience in field investigations and a background in criminal justice.

Duties Description BSI is the Division of Nutrition’s investigative bureau charged with preventing, detecting, investigating and prosecuting fraud and abuse in supplemental food programs such as the Women, Infants, and Children (WIC) Program. The incumbent will: Assist to fulfill federal mandates by performing and reporting on vendor compliance activities to the United States Department of Agriculture; investigate fraud, waste and abuse in the DON supplemental food programs, primarily WIC vendors; WIC participants; contractor staff and employees; interview and secure affidavits from investigative targets and witnesses as a central activity; Gather evidence, including analysis of computer sorts, public documents, and business records to produce written reports; Conduct covert operations, including stationary and moving surveillance. Investigations may also include auditing of WIC approved formula redemption of WIC Vendors within NYS. Testimony at Administrative and Criminal proceedings; interacts with DOH offices, governmental agencies, private sector entitles and the general public in an effective and productive manner; and safeguards and maintain state equipment

Additional Comments Valid Driver’s License is required. Field work is required; candidates must be capable of meeting travel requirements. If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. Employees must have one year or more of permanent or contingent-permanent, competitive service as an Investigator 1, G-14 (or titles listed above). If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title. Candidates appointed provisionally will be required to take and pass the next scheduled Civil Service examination for this title, when it is given, and be immediately appointable from the resulting eligible list to maintain employment. $3,026 Downstate Adjustment
