Minimum Qualifications Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 1, G-23 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G-21 and deemed eligible for transfer to Health Program Administrator 1, G-23 under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

Preferred Qualifications: Proficiency with Microsoft Word, Excel and Outlook; excellent communication and interpersonal skills; experience in management of state and federal funding streams, state contracts and monitoring contract performance; experience with staffing and staff support functions for state funded, grant funded, and embedded contract staff working within a state agency; experience with Grants Gateway, SFS, HRIS, SLMS, and/or other relevant fiscal, staffing, or training systems; strong attention to detail, ability to prioritize activities and meet deadlines; ability to coordinate multiple tasks and to work both independently and as part of a team.

Duties Description The Health Program Administrator 1 (HPA1) is within the AIDS Institute (AI) Division of Epidemiology Evaluation and Partner Services (DEEP). The HPA1 will be responsible for a variety of administrative and operational tasks which include but are not limited to recruitment, onboarding, and offboarding of state, grant funded, and embedded contractor staff; identifying and/or securing staff development opportunities; monitoring annual performance evaluation; space management and general operations. The HPA1 will prepare, manage and submit miscellaneous and grant contracts; monitor contracts working with program managers to ensure contract terms are met and vouchering accurately and promptly completed. The HPA1 will also assist with program development and implementation and other activities as assigned.
