Minimum Qualifications NYS employee with one year of permanent or contingent-permanent competitive service as a Senior Attorney (G-25); OR a NYS employee with one year or more of permanent or contingent-permanent competitive service in a title at Grade 23 or above with current NYS Bar Admission and eligible for transfer to Senior Attorney under Sections 70.1, 70.4 or 52.6 of the Civil Service Law. (Candidates requesting consideration for transfer must also be a graduate of an accredited law school with a LLB or JD degree, and may also need to meet additional experiential conditions to qualify for consideration.)

Duties Description "The attorney will report to the Director and Deputy Director of the Bureau of Program Counsel. Attorneys in the Bureau provide legal support and advice to program staff on a wide variety of matters that come before the Department.

The attorney’s assigned work areas may include a variety of matters related to the Medicaid program and other insurance products overseen by the Department, including but not limited to: (1) program services and provider requirements, including long-term care; (2) managed care; (3) beneficiary eligibility; and (4) finance and rate setting.

Legal tasks may include but are not limited to: (5) drafting and reviewing policy statements, contracts, Medicaid state plan amendments and waiver requests, memoranda of understanding, proposed legislation and regulations, and other materials; (6) interfacing with other State agencies or outside parties on matters before or related to the Department; responding to correspondence and other inquiries of a legal nature; and briefing the Director, Deputy Director, General Counsel and other executive agency staff.
