Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Health Systems Specialist 3, G-23 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G-21 and deemed eligible for transfer to Health Systems Specialist 3, G-23 under Section 70.1 of the NYS Civil Service Law. 70.1 source titles include Hospital Nursing Services Consultant, Principal Sanitarian, Standards Compliance Analyst 2, Standards Compliance Analyst 2 (Developmental Disabilities).
Provisional Candidates: Current NYS Department of Health employee with one year permanent or contingent-permanent, competitive status as Community Nursing Services Consultant (Home Health Services), Fire and Safety Representative, Health Care Surveyor 2 (Nursing), Health Systems Specialist 1, Health Systems Specialist 1 (Emergency Medical Care), Health Systems Specialist 1 (Funeral Directing), Health Systems Specialist 2 (Physical Therapy), Health Systems Specialist 2 (Nutrition), Health Systems Specialist 2 (Social Work), Hospital Nursing Services Consultant, Regional Medical Care Administrator, Senior Nutrition Services Consultant, or Senior Sanitarian, AND have registered for upcoming exam 38-515.
Preferred Qualifications: Professional experience in Long Term Care; experience performing surveillance activities, excellent interpersonal, communication and writing skills; ability to work in independently and within a team setting and experience with prioritizing assignments.
Duties Description The incumbent will work under the direction of the Area Office Director, Quality Assurance Coordinator or Compliant Manager. The incumbent will participate in on-site, periodic and post-inspection surveys of residential health care facilities, adult day health care and intermediate care facilities programs; serve as team leader during survey; initiate and conduct entrance and exit conferences with facilities; prepare report and write deficiencies based findings; prepare surveillance and complaint investigative reports ; interpret and clarify policies, rules and regulation for staff and providers; review medical and other records to evaluate the quality and appropriateness of care and efficiency or operation; review statements of deficiencies and plans of correction; participate in investigation of complaints; and provide meaningful recommendation to Area Office Director with respect to survey interpretations to ensure consistency in survey application , participate in monitoring visits during work strikers, facility closure and adverse events; participate in state emergency preparedness drills and actual emergency events; testify as an expert witness in litigation proceedings; represent the Department at meetings and public forums; may directly supervise lower-level staff involved in survey activities.
Additional Comments Permanent, full-time (transfer) or provisional pending exam. This position involves travel which may include locations not served by public transportation. Candidates appointed provisionally will be required to take and pass the next scheduled Civil Service examination for this title, when it is given, and be immediately appointable from the resulting eligible list to maintain employment.
