Transfer Opportunity: Candidates must have one year of permanent competitive or 55-b/55-c service in a title eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law.

Be eligible for transfer via Section 70.4 of the Civil Service Law to a Human Resources Specialist Trainee 1. To be eligible for Section 70.4 transfer, the candidate must have a Bachelor’s degree and status on either the PCO or PATT examinations AND have one year of permanent service in a title within two salary grades of Human Resources Specialist Trainee 1.

Duties Description As a Human Resource Specialist 1 you may be responsible for the performance of various personnel activities such as position classification, recruitment, placement, and employee services for the purpose of staffing, developing, and maintaining an adequate and competent work force. You may also assist in employee relations and staff development programs. Typically, incumbents are generally responsible for a significant segment of the overall agency personnel program and, under policy direction and guidelines, facilitate in the planning, organizing, conducting, and coordinating of personnel activities to attain specific objectives.

As a Human Resources Specialist Trainee, you would participate in a 2-year traineeship. At the successful conclusion of your traineeship, you would advance without further examination to Human Resources Specialist 1, Grade 18.

Additional Comments Background Investigation/Justice Center Review:
Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees may be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.

Salary range listed encompasses the hiring rate of a Human Resources Specialist Trainee 1 (SG-NS) through the job rate of a Human Resources Specialist 1 (SG-18).
