Minimum Qualifications Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 2, G-25 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above G-23 and deemed eligible for transfer under Section 70.1 or Section 52.6 of the NYS Civil Service Law.


Preferred Qualifications:
Demonstrated experience in program planning, implementation, evaluation and monitoring; development of policy and/or procedures to implement policy; excellent communication, writing, presentation and organizational skills; strong interpersonal and resource management skills. Knowledge of regulations home care and hospice is desired; experience in program management with responsibilities in a health-related program including supervision of professional staff; excellent decision-making capability; strong knowledge of databases and demonstrated experience with computer software such as Microsoft Word, Excel, Access and PowerPoint; experience prioritizing goals and managing multiple projects; ability to work independently and as a part of a team.

Duties Description The Health Program Administrator 2 in the Division of Home and Community Based Services (DHCBS) will serve as the director of the Licensure and Certification unit. Duties include development of policies and procedures for licensure and certification, need methodologies, closures, review of materials for the Public Health and Health Planning Council pertaining to Certified Home Health Agencies (CHHAs), Hospices, and Licensed Home Care Services Agencies (LHCSAs). Preparation of written material in the form of internal and external reports, correspondence and other documents related to program functions, including but not limited to responding to proposed legislation, regulations, data requests and telephone inquiries. This position will interact with stakeholders, including healthcare professionals, counsel, consultants, and provider associations, delivering written and verbal responses regarding laws, regulations, and initiatives of the Department. The position requires close and collaborative interaction with the Department’s regional offices as well as Central Office staff. Supervision of unit staff within who have responsibility for processing agency closure plans, LHCSA applications, and review of management agreements. Applicant should have the ability to provide guidance to staff and providers and oversight of licensure with careful attention to the licensure processes and record-keeping.

Additional Comments Full-time, permanent. Occasional travel, including to areas that may not be served by public transportation may be required (5%).
