Transfer: Candidates must have permanent competitive status in the Program Operations Specialist 3 title and be eligible for lateral transfer; OR be eligible to transfer vis Section 70.1 or 52.6 of Civil Service Law. Duties Description Position Description:

The Office for People with Developmental Disabilities (OPWDD) seeks a Program Operations Specialist 3 (POS 3) to be OPWDD's Certified Residential Opportunities (CRO) Statewide Coordinator. The Certified Residential Opportunities Statewide Coordinator is part of OPWDD's Division of Service Delivery, Regional Offices, which addresses the service and residential needs of individuals who desire support from OPWDD.

Primary Duties and Responsibilities:

As a POS 3 the responsibilities of the incumbent include, but are not limited to the following:

-Oversee the state-wide operations of the Certified Residential Opportunities (CRO) process, which supports OPWDD- eligible individuals in accessing housing.
-Provide support to Certified Residential Opportunities (CRO) staff in OPWDD's five regions and 13 districts, including leading the CRO community of practice and providing in-person and WebEx trainings.
-Interface as needed with Central Office leadership and staff, counsel's office, DDRO leadership, and other stakeholder groups.
-Responsible for program evaluation and continuous quality improvement activities associated with the CRO process.
-Work with the Director of Service Access to ensure the effective integration of the CRO with other housing/residential-based agency initiatives and to develop and update strategies and protocols to successfully implement future change, including the future interface of the CRO with the non-certified housing opportunities.
-Ensure CRO regulations and policies outlined in Administrative Memoranda are implemented consistently by OPWDD staff across the state.
-Project lead for the CRO database and for the development of various IT systems associated with the CRO and provide support and training to Regional Office staff who work in the database.
-Analyze data and produce reports to track assess CRO effectiveness and quality.
-Collaborate with the Director of Service Access, the Division of Data Strategy and Management and other OPWDD leadership in the development of metrics and performance measurement programs associated with CRO.

- Develop and update needed standardized CRO template forms for implementation statewide with input from counsel's office, DDRO staff, stakeholders, and other relevant OPWDD divisions.

-Project Management experience, including:
Work plan development and management Resource allocation
-Excellent communication skills:
Writing with audiences with different reading levels
Communicate and provide information to various high-level stakeholders
Provide technical assistance to district directors, staff and communities of practice.
-Supervisory experience
-Technology skills, including experience with databases
-The ability to travel
