One year of permanent competitive or 55-b/55-c service as either:
A. Program Operations Specialist 1 or
B. Mental Hygiene Program Evaluation Specialist 2, Resources and Reimbursement Program Development Specialist 1, Standards Compliance Analyst 1, Standards Compliance Analyst 1 (Developmental Disabilities), Developmental Disabilities Program Specialist 1, or Utilization Review Coordinator.
Duties Description This position will independently perform professional, administrative, and technical duties to promote the planning, development, implementation, monitoring, and evaluation of programs and services for individuals with intellectual and/or developmental disabilities. The Bureau of Statewide Clinical Programs (BSCP) includes Article 16 Clinics, Independent Practitioner Services for Individuals with Developmental Disabilities (IPSIDD), Preadmission Screening and Resident Review (PASRR), Restraint Reduction, and Statewide Health Information Network of New York (SHINY).
The Program Operations Specialist 2 will function as a BSCP Coordinator and will assist in the development, coordination, and implementation of the BSCP programs and related activities. This position will serve as a BSCP regulations/policy specialist, providing technical support to OPWDD staff and Voluntary Providers. The POS 2 will support all of OPWDD’s BSCP programs to ensure compliance with applicable regulations and federal requirements.
Duties and responsibilities include, but are not limited to, the following:
• Provide ongoing technical assistance, guidance, and training to PASRR staff who work across the state.
• Coordinate and facilitate relevant Communities of Practice (CoP) for PASRR (may include monitoring out-of-state nursing home placements to ensure the placement is appropriate given the needs of the individual and monitoring PASRR entries and reporting into OPWDD’s Tracking and Billing System (TABS).
• Assist in the development or modification of policies and procedures when necessary, and with approval, to ensure consistency in practice state-wide and initiate actions to improve the overall BSCP process.
• Serve as a liaison between OPWDDs’ local PASRR coordinators, the NYS Office for the Aging, the Department of Health, CMS, the national PASRR Technical Assistance Center (PTAC), and other agencies as indicated to forge connections that will be beneficial to individuals with developmental disabilities.
• Assist in working closely with other OPWDD units/bureaus, Developmental Disabilities State Operations Offices (DOSOO) and Developmental Disabilities Regional Offices (DDRO), and voluntary not-for-profit agency providers on Article 16 Clinic policy and transitional issues, PASRR, IPSIDD and other related Statewide Clinical Programs such as the Statewide Health Information Network for New York (SHIN-NY).
• Assist with communication to providers, DDSOO and DDRO staff, staff working on the development and implementation of the OPWDD Electronic Health Record, OPWDD Directors of Health and Nutritional Services and Chief Psychologist to resolve operational and policy/program issues.
• Provide technical assistance and support to Central Office and DDSOO/DDRO staff and/or community agencies about clinical policy and standards interpretation and implementation,' including responding to telephone calls, e-mail, commissioner's correspondence, and info line inquires.
• Assist in the review and process Certificate of Need (CON) applications for clinics to add or remove clinic locations or amend services being provided.
• Assist in the review and processing of applications for the Independent Practitioner Services for Individuals with DD (IPSIDD) and work closely with other OPWDD departments and DOH to ensure that applicants are processed swiftly.
• Assist Bureau Director, and the Assistant Deputy Commissioner for Statewide Services, in project management related tasks related to services relevant to the Division of Statewide Services.
• May participate on workgroups, councils, or committees as they pertain to the aging population and their families; research existing systems, explore best practices and make recommendations for the implementation of aging services; assist with the development and implementation of retirement options for individuals based on an individual’s and their family’s preference; and actively participate on collaborative workgroups that are planning for the expansion of senior housing options that enable the individual to live in the home and community of their choice.
• Assist with Bureau of Statewide Clinical Programs needs as identified for all programs, including Article 16 Clinics, IPSIDD, PASRR, Restraint Reduction, and SHINY
• Perform other duties as assigned.
