Master’s degree in social work, psychology, public policy, political science, public health, sociology, or other related human service degree program and eight years of experience working in a residential setting, case management, special education, service coordination or a county-level service delivery system such as a local department of social services or mental hygiene agency.

Duties Description The Director of the Bureau of Interagency Coordination and Case Resolution supervises two staff who assist families and local and regional state agencies with finding appropriate services when all program options and dispute resolution procedures have been exhausted at the local and regional levels. The role of the Bureau is to minimize delays in arranging services or placements and resolve barriers that impede timely service delivery or placement. This position will involve frequent written and oral communications with a wide variety of people, including health, education and human services state and local agencies; executive, management and practitioner-level staff; community-based organizations; and the public. In addition, this position represents the Council on state interagency advisory councils, task forces and workgroups.
This position will be responsible for the following:
? Manage and provide leadership and supervision to staff in the Bureau of Interagency Coordination and Case Resolution in resolving placement and service issues/disputes.
- Review trends and characteristics of the children and families referred to determine emerging systemic issues, patterns and barriers to children and youth timely accessing services and placements.
- Promote qualitative professional/personal development of staff through supervision & training opportunities.
- Oversight of the Bureau’s database – system of record for children and family cases
- Meet and visit with (virtual or through conference calls) leadership of voluntary agencies, residential schools, county agencies and out-of-state providers to discuss referrals and residential programming.

? Coordinate collection of information with principal state agencies for development of the annual Out-of-State Residential Placements Report submission by the Council to the Legislature and Governor.
- Collect data and draft the annual report and presentations to the field.
- Respond to inquiries and requests for information regarding out-of-state placements.
- Plan and visit Out-of-State Residential Programs with agency partners
- Assist leadership with the Commissioner’s Cross Systems Deputy-level Workgroup meetings by preparing agendas and facilitating follow-up items

? Represent the Council on state interagency advisory councils, committees and workgroups including those addressing minority populations, undocumented residents, race & equity issues, economic, racial and social justice issues, cultural & linguistic competence, and disproportionality & disparities.

Additional Comments Background Investigation Requirements:

2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.

3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
