Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.

Candidates must have one year permanent status as a Business Officer 2, G-23, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or 52.6 of the Civil Service Law.

Duties Description The Office of Mental Health (OMH) is recruiting to fill a Business Officer 2, Grade 23, position in the Office of Financial Management, Consolidated Business Office. The Consolidated Business Office (CBO) is responsible for consolidated cash management, vouchering, and payroll services for OMH Central Office and 24 OMH psychiatric facilities. Under the direction of the Business Officer 4 and will provide supervision, direction, and communicate requirements as well as general oversight for one or more of the units within CBO.

Specific duties include, but are not limited to, the following:

Possess knowledge of all vouchering and purchasing guidelines, as established by OSC, and the ability to communicate and implement these guidelines with all staff members.

Ensure invoices submitted for payment are processed in accordance with prompt payment legislation and in conformance with control agency guidelines and agency standards.

Oversee the accounting system that tracks voucher payments and make modifications as necessary.

Attend management meetings and participate in the decision-making process concerning new procedures and methods of technology to improve the efficiency and effectiveness of the consolidation process.

Possess an understanding of expenditures against budgeted funding in order to meet year-end cash targets.

Make appropriate use of subordinates, associates, and fiscal and physical resources in accomplishing objectives. Ensure subordinates understand decisions, expectations, and instructions.

Prepare and complete Performance Programs and Evaluations on subordinate staff.

Additional Comments The Consolidated Business Office is conveniently located in independent offices on the grounds of the Capital District PC at 75 New Scotland Avenue, Albany, New York. Guaranteed covered parking with exclusive employee entrance to office areas is available for $5/month.
