Minimum Qualifications Possession of a Master’s Degree in a mental hygiene discipline (e.g., occupational therapy, physical therapy, social work, speech pathology and audiology, psychology, recreation, rehabilitation counseling, education or nursing), hospital administration, business or public administration or other area specifically related to health care, behavioral or social science, statistics, quantitative research; OR a valid license to practice medicine in New York State or Canada; AND three years of progressively responsible administrative, management, or supervisory experience in a mental hygiene or health/human services setting, or comparable setting, delivering individualized and customized services. Experience must be at a leadership level, with broad policy-influencing responsibility for fiscal and program administration.

A Bachelor’s Degree in any of the disciplines listed above and five years of progressively responsible administrative, management, or supervisory experience in a mental hygiene or health/human services setting, or comparable setting, delivering individualized and customized services. PREFERRED QUALIFICATIONS:

• Strong specialty clinical and/or medical background (training and/or experience) with ability to successfully communicate in a complex and competitive environment
• Have at least five years of direct clinical practice in settings that provided care for individuals/patients with developmental disabilities or chronic illnesses
• Demonstrated understanding of the principles of supervision and training
• Strong interpersonal, organizational, leadership, and communication skills, both written and oral
ability to communicate (clearly) complex messages at all levels of the organization (organizational agility)
• Strong public speaking skills
• Demonstrated ability to collect, review, analyze, and present data/metrics tied to clinical and/or performance measures
• Strong analytical skills and familiarity with clinical and/or medical messaging necessary
• Demonstrated team player and ability to execute tasks/assignments independently
• Ability to proactively initiate, mobilize internal resources, prioritize, and drive to results with a strong emphasis on continuous quality improvement

Duties Description Under the supervision of the State Operations Associate Commissioner, and in collaboration with other executive level staff, the Director of State Operations Clinical Services will provide primary oversight, direction and support to the Developmental Disabilities State Operations Offices and the associated Directors/Deputy Directors. The Director of State Operations Clinical Services will assist the Associate Commissioner in the development, organization, and tracking of progress of specific State Operations goals consistent with OPWDD’s mission, vision, values, and continuous quality improvement philosophy. They will also be a primary link to the DDSOO Directors and State Operations Central Office Directors in assuring that the policies, procedures, and activities necessary for achieving targeted goals across the service system are in place and on track to meet stated objectives and timelines.

Each DDSOO is responsible for the direct provision of state operated person-centered services, supports and advocacy for persons with developmental disabilities. The Director of State Operations Clinical Services will work with other relevant stakeholders to achieve consistency of practice in centralized functions across areas under the purview of State operations, utilizing a “best practices” framework. Responsibilities will include oversight of all state operated clinical services such as State Operated Clinical Programs (Article 16 Clinics and Independent Practitioner Services for Individuals with Developmental Disabilities (IPSIDD) providers), State Operations Psychology Services, State Operations Medical/Nursing Services, State Operations Pharmacy Services and State Operations Nutrition Services. The Director of State Operations Clinical Services will provide support in the absence of the State Operations Associate Commissioner and will directly initiate and oversee projects and new initiatives as assigned. This position serves at the pleasure of the Commissioner of OPWDD.


PRIMARY DUTIES AND RESPONSIBILITIES:

The position of Director of State Operations Clinical Services will provide interface and guidance to the six regional Developmental Disabilities State Operations Offices regarding implementation of Clinical Services in State Operated programs. This position will provide clinical leadership and be responsible for all state operated clinical services including those in residential, day and clinical programs which are located throughout New York. Duties shall include but are not limited to:

• Participate as a member of the Central Office management team, coordinating agency activities related to compliance with Federal and State laws, rules, regulations, policies and guidelines that address various aspects of the provision of services.
• Coordinate the development of standardized state policies across disciplines such as nursing, health, psychology and other disciplines in the provision of care for individuals with intellectual and developmental disabilities.
• Review and analyze proposed State and Federal regulations and provide feedback specific to impact on state operations and those individuals receiving clinical care within state operated programs.
• Ensure compliance by facilities operated or certified by OPWDD with professional standards of care and applicable laws, rules and regulations, as well as those of other state agencies.
• Collaborate and interface, as needed, in relevant quality assurance activities and incident review procedures to assure consistent understanding of policy and expectations across the system of care.
• Promote the Commissioner’s vision of system reform and transparency, while coordinating and overseeing ongoing state-provided services and supports with a commitment to Putting People First.
