Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.

Candidates must be permanent in the Mental Health Program Specialist 3 Clinical title and be eligible for lateral transfer; OR be eligible to transfer via Section 52.6 of the Civil Service Law.

Commencing on October 12, 2021, all OMH Central Office employees who are not subject to a mandatory vaccination requirement shall be tested for COVID-19 weekly unless they are fully vaccinated. Fully vaccinated means that two (2) or more weeks have elapsed since receiving either the second dose in a two-dose COVID-19 vaccination series (e.g., Pfizer-BioNTech or Moderna) or the first and only dose of a single-dose vaccine (e.g., Johnson & Johnson [J&J]/Janssen).

Duties Description The Office of Mental Health (OMH) is seeking a qualified candidate to fill a Mental Health Program Specialist 3 Clinical, G-25 position in the Division of State Operated Children’s and Adult Services, Sustained Engagement Support Unit. The incumbent will serve as Unit Coordinator and oversee the functioning and day to day operations of the Sustained Engagement Support Team. This individual will act as a primary source of clinical consultation for State-operated outpatient programs specifically related to engagement strategies and barriers to treatment.

Specific duties of the positions include, but are not limited to:

• Maintain and strengthen the Sustained Engagement Support Team and provide ongoing oversight and program development

• Utilize data and program feedback to guide development and coordination of trainings on best practices around increasing engagement

• Collaborate with ITS departments and other divisions within OMH around development of technological solutions and enhancements to data monitoring strategies

• Strengthen relationships and communication with State-operated outpatient programs and Regional Field Offices, and develop new partnerships with criminal justice agencies and community providers.

• Provide clinical supervision to Mental Health Program Specialist 1 staff who are working to re-engage individuals in State-Operated outpatient mental health services and provide ongoing clinical guidance and support.

• Collaborate with community mental health and criminal justice agencies to create comprehensive care plans designed to re-engage individuals in mental health treatment

• Review and analyze collected data for performance outcome measures and develop performance improvement strategies

• Participate in strategic planning to identify community resource development

• Participate in special projects as assigned
