Minimum Qualifications MINIMUM QUALIFICATIONS:

52.7 NON-COMPETITIVE PROMOTION (NCP) QUALIFICATIONS: To be eligible for NCP, candidates must be in the Department of Labor promotion field and have one year or more of permanent, contingent-permanent or 55 b/c service at the M-3 or higher level in a human resources, training, or labor relations title. In accordance with Section 52.7 of the Civil Service Law, if three or fewer qualified Department of Labor employees at the M-3 or higher level in a human resources, training, or labor relations title respond to this posting, Civil Service may approve the contingent permanent appointment of one of these qualified candidates without further examination.

Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.

PROVISIONAL QUALIFICATIONS: To be eligible for provisional appointment candidates must have one year or more of permanent, contingent-permanent or 55 b/c service at the M-3 or higher level in a human resources, training, or labor relations title.

52.6 TRANSFER QUALIFICATIONS: To be eligible for 52.6 transfer candidates with one year of permanent, contingent permanent or 55 b/c service in a title equated to M-4/G-31 or above and designated administrative under Section 52.6 of the Civil Service Law may be eligible for transfer.

*Consecutive transfers cannot result in an increase of more than one M-grade or two salary grades.

Duties Description STANDARD DUTIES:

Under the direction of the Deputy Commissioner for Administrative Services, the Director of Human Resources 5 (DHR 5) is responsible for the oversight and management of the Human Resources Bureau, which is comprised of Personnel, Employee Relations, Office of Emergency Management (OEM), and Training and Development (TAD). The DHR 5 manages a broad range of human resources functions and provides supervision and direction to the Associate Director Human Resources 3, M-3, Associate Director Human Resources 3 Labor Relations, M-3 and Associate Director Training 3, M-3. Specific duties include, but are not limited to:

• Provides expert guidance to agency Executive staff and Division Directors on a broad range of human resource services, issues and requirements to effectively manage DOL’s complex human resources program.
• Formulates, recommends and maintains human resource policies and programs that are responsive to agency operating needs and priorities and are consistent with Department policy and that of the State as a whole.
• Develops strategies for managing organizational change, principally in relation to new or modified programs, policies, initiatives and technologies or significant increases or decreases in staffing or funding, to minimize negative effects on employees and the agency as a whole.
• Develops measures to evaluate the effectiveness of employee relations, personnel and staff development programs through such means as consultation with top management, program officials, employees, labor management committees and employee organizations to assure fulfillment of agency needs, policies and commitments.
• Oversees the collection, analysis and evaluation of data and industry trends related to the current and future staffing needs of the agency.
• Represents the Department with the Governor’s Office of Employee Relations, Department of Civil Service, Division of the Budget, Office of the State Comptroller, and other agencies involved in the conduct of Human Resources activities.
• Advocates for changes in state and federal laws and policies that will foster the recruitment and retention of a qualified workforce.
• Represents the Department on interagency workgroups and organizations, such as the International Public Management Association for Human Resources, New York State Personnel Council and the New York Association of Training and Employment Professionals.
• Provides supervisory direction to the Associate Director Human Resources 3 Labor Relations, M-3 in managing the Department’s Employee Relations program, which includes representing the agency in statewide and agency level negotiations with public employee unions; administering the disciplinary and grievance processes; managing contract administration; participating in labor/management committees and maintaining open lines of communication with employee unions and representatives.
• Provides supervisory direction to the Associate Director Human Resources 3, M-3 in managing the agency Personnel program, which includes position classification and allocation; exam development; recruitment, selection and retention of employees; administration of employee benefits and management of employee performance evaluations.
• Provides supervisory direction to the Associate Director Training 3, M-3 in managing the staff development and training programs of the Training and Development (TAD) Unit, which includes establishing training policies; developing and conducting training programs; researching, evaluating and contracting with private vendors to provide specialized training programs and coordinating agency training conferences and symposiums.
• Provides supervisory direction to the Office of Emergency Management (OEM), which includes coordination of emergency response and preparedness training programs, developing and implementing emergency operations procedures and processes, and liaising with state/local and federal agencies on emergency preparedness initiatives
• Oversee various state-wide programs such as the Back to Work Vaccination Program, Telecommuting, Employee Recognition, Performance Evaluation, Empire Fellowships and Excelsior Fellowships.
