Minimum Qualifications Current NYS Department of Health (DOH) employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 1, G23 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G21 and deemed eligible for transfer to Health Program Administrator 1, G23 under Section 70.1 or Section 52.6 of the NYS Civil Service Law.
Preferred Qualifications: Experience in the planning and implementation of evidence-based policy, systems, and environmental change approaches to support community breastfeeding initiatives and/or school-based nutrition environment and physical activity strategies that include local-level policy or working with local-level organizations; working with other state agencies; coalitions and/or stakeholder groups; and working with diverse groups of state or local partners. Experience with NYS competitive procurement processes and contract management. Excellent organizational, verbal and written communication skills. Experience with Microsoft Office software applications, specifically Word, Excel, and PowerPoint.
Duties Description The Health Program Administrator 1 (HPA1) will serve a dual role within the Bureau of Community Chronic Disease Prevention (BCCDP); 1) manage and oversee the school health component of the Creating Healthy Schools and Communities (CHSC) initiative and 2) assist with managing BCCDP’s Breastfeeding Initiatives.
• Creating Healthy Schools and Communities (CHSC) initiative - This project requires that local grantees develop and implement activities that improve nutrition and increase safe and accessible physical activity in high need school districts across New York. The incumbent will oversee all aspects of policy, system and environmental approaches that occur in the school setting for the initiative; provide input and assist with the evaluation of this component; manage the school health component of the contracts for all local grantees, in coordination with the Program Manager and the Physical Activity and Nutrition Center of Excellence; coordinate with the Division of Chronic Disease Prevention Fiscal and Management team to manage the funds used to support this component; assist with the development or the Request for Applications, selection of grantees, and implementation of the school health component.
• Breastfeed Initiatives - assist the Program Manager in the day-to-day implementation of BCCDP’s current and future community-based breastfeeding support initiatives: Creating Breastfeeding Friendly Communities, through 1/31/23; Breastfeeding Friendly New York, beginning 2/1/23. Major activities will include: • Coordinate processes to develop and train review teams and manage the internal review and summary of the new procurement; prepare the Grant Approval Package for submission.
• Provide technical assistance and resources to support grantees’ efforts to implement a coordinated, multi-sector initiative that will build and expand community-based breastfeeding partnerships and advance broad-based policy, system, and environmental changes on breastfeeding protection, promotion, support, and care management within selected high-need communities.
• Coordinate with evaluation staff to ensure that grantees are meeting expectations for data collection and other evaluation requirements.
• Provide administrative support for convening regularly scheduled meetings of the Breastfeeding Leadership Team.
Additional Comments Permanent, Competitive, Full-time. Occasional travel, including overnights and travel to areas that may not be served by public transportation is required (10%).
