Minimum Qualifications Transfer Candidates: Current New York State employee with one or more years of contingent-permanent or permanent competitive service in a title at or above Grade 27/M-2, and eligible for 52.6 transfer under the Civil Service Law.

Preferred Qualifications: Multiple years of experience in implementing and directing either an environmental health program, or drinking water regulatory programs (preferred). A bachelor’s degree in engineering and a Professional Engineer license in New York, or an advanced degree with direct applicability to management of environmental health programs. Experience in a fast pace high pressure environment with a demonstrated ability to complete assignments.

Duties Description The Bureau of Water Supply Protection (BWSP) is responsible for ensuring that the drinking water supply in New York State is suitable for people to drink. The position will act as one of two Assistant Directors in the BWSP. The incumbent will be responsible for assisting the Director in setting drinking water policy, providing program direction and guidance, supervising emergency preparedness and response activities, and overseeing the regulations of drinking water for New York State.

The position will assist in the implementation and enforcement of 10 NYCRR Subparts 4, 5-1, 5-4, 5-5, 5-6 and 67-4 of the State Sanitary Code (SSC) and PHL Sections 225 and 1100; provide oversight in the implementation of the Bureau’s technical programs; provide oversight in the implementation of the Bureau’s applied research agenda; develop and manage new Bureau programs; develop and review technical guidance and training materials to ensure the standardized implementation of all Bureau programs by Central and District Office staff, and local health departments; represent the Bureau at internal and external meetings, and foster collaboration with state, local, federal, and private organizations; and supervise professional staff at the Section Chief level.
