Minimum Qualifications Eligible for transfer under Section 70.1 of the Civil Service Law, OR Reachable on the current Civil Service eligible list.

Provisional Qualifications: You must be a qualified employee of the New York State Office of Addiction Services and Supports and have had one year of permanent competitive or 55b/55c service as:

A: An Addictions Counselor 2; OR
B: Community Mental Health Nurse, Nurse Administrator 1, Nurse Administrator 1 (Psychiatric) , Nurse 3 (Psychiatric), vNurse Practitioner, Physician Assistant, Social Worker 1, Social Worker 1 (Spanish Language), Social Worker 1 (Deaf and Hearing Impaired), Social Worker 2, Social Worker 2 (Spanish Language), Licensed Master Social Worker 1, Licensed Master Social Worker 2, or Licensed Clinical Social Worker AND current registration as a Credentialed Alcoholism and Substance Abuse Counselor (CASAC).

OR

A bachelor’s degree or higher AND current registration as a Credentialed Alcoholism and Substance Abuse Counselor
(CASAC) in New York State AND three years of post-CASAC addictions counseling experience in a certified or licensed
program AND one year of clinical supervision in a certified or licensed program.

Mandatory overtime (MOT) is a requirement of this position. Chosen candidate(s) will be added to the mandatory overtime roster, which is utilized on a rotating basis. The MOT is applied during times of emergency, when all other staffing options have been exhausted (volunteers, hourly staff, contracted staff). Our Addiction Treatment Centers (ATCs) operate 24/7/365 programing. Therefore, MOT IS an essential function of this position and is critical to maintaining adequate staffing at all times in order to ensure the health and safety of clients within the facility.

**Candidate must possess current registration as a Credentialed Alcoholism and Substance Abuse Counselor (CASAC) in New York State. Candidate must be eligible and maintain eligibility for full and unconditional participation in the Medicaid and Medicare programs. Failure to maintain certification and Medicaid/Medicare eligibility will result in the termination of employment.

Duties Description The Addictions Counselor 3 will supervise a multidisciplinary team providing addiction services and supports to clients who may have co-occurring mental health disorders. Responsibilities of this position include, but are not limited to:
· Participates in the formulation, management, development, and oversight of services.
· Provides full range of clinical and administrative supervision to subordinate staff; may act as shift supervisor.
· Monitors clinical record-keeping to ensure compliance with OASAS and regulatory requirements; schedules quarterly case reviews.
· Provides clinical consultation to staff and intervenes in more difficult or challenging cases.
· Provides crisis intervention.
· Ensures that individual and group counseling is provided to each client assigned to a case management team.
· Provides direct clinical services to clients and may carry a case load.
· Facilitates individual and group therapy, educational presentations and related tasks in support of quality client care and the total therapeutic environment.
· Participates actively in the management/leadership committee and other committees or work groups as assigned.
· May oversee specialized service components specific to an ATC, which may include: women with children, co-occurring disorders, community residence services, and/or cultural specific services.
· May transport clients using agency vehicles.
· May serve as building supervisor in the absence of assigned ATC leadership.
· Completes required client and facility documentation (both electronic and paper) adhering to applicable OASAS procedures and confidentiality regulations.
· Performs other job-related duties as assigned

Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees may be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.
