Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.
Candidates must have permanent status as a Senior Budgeting Analyst, Grade 18, and be eligible for lateral transfer; OR be eligible to transfer to the Trainee or journey level via Section 70.1 or 52.6 of the Civil Service Law.
Commencing on October 12, 2021, all OMH Central Office employees who are not subject to a mandatory vaccination requirement shall be tested for COVID-19 weekly unless they are fully vaccinated. Fully vaccinated means that two (2) or more weeks have elapsed since receiving either the second dose in a two-dose COVID-19 vaccination series (e.g., Pfizer-BioNTech or Moderna) or the first and only dose of a single-dose vaccine (e.g., Johnson & Johnson [J&J]/Janssen).
Duties Description The Office of Financial Management, State Budget Services and Financial Management Group is recruiting to fill a Senior Budgeting Analyst/Budgeting Analyst Trainee 1, position. The incumbent will be responsible for providing essential support to the Statewide Financial System (SFS) Administration, Facility Fiscal/Budgetary Internal Controls Compliance, and Administrative Support Procedures section.
Duties include, but are not limited to, the following:
• Review and respond to Statewide Financial System, Office of State Controller, and internal audit inquiries.
• Research, review, and resolve various Statewide Financial System errors.
• Create, maintain, and monitor OMH SFS Internal Controls.
• Support the maintenance of State Budget Services and Financial Management Group SharePoint portal.
• Create, review, and test various Administrative Support Procedures relating to various OMH functions.
• Serve as a liaison with facility staff, central office program staff, and control agencies.
• Generate, analyze, and comment on routine reports from various internally and externally managed data systems.
• Train and provide technical assistance to facilities.
• Understand the basic budget process and activities as it relates to the Statewide Financial System functions.
• Maintain contact lists as needed for program areas.
