Minimum Qualifications Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Program Research Specialist 3 (Health Systems Analysis), G-23 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G-21 and deemed eligible for transfer under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

Preferred Qualifications:
Experience in healthcare related data analytics and informatics work including, but not limited to data quality assessment, improvement of data consistency and validity, data linkages, work with relational data, and work on analytical and programmatical projects’ development and management. Expertise in using analytical tools such as SAS, SQL or R. Proficiency with Microsoft Office Suite. Experience with program and project management. Experience with analyzing, developing, or applying algorithms to link health care data across multiple data sources, or other master data management activities. Experience with visualization software and techniques. Experience with Tableau is desirable. Excellent communication and organizational skills, strong analytical and data management skills, excellent attention to detail, ability to work independently and as part of a team.


Duties Description "The Program Research Specialist 3 (PRS 3) will perform analytical and program management functions in the Center for Applied Research and Evaluation (CARE), Bureau of Vital and Health Statistics (BVHS). The successful candidate will contribute to the analytical and program work such as data acquisition, data composition and distribution protocols’ execution, implementation of standards for data quality, standardization, linking, data de-identification, implementation of security and privacy protection, and governance activities in the Bureau’s Vital Statistics Program. The incumbent will work collaboratively with programs across the Department, as well as external partners, to conduct analyses and produce reports to inform and support public health priorities. These priorities include ongoing and new projects such as maternal morbidity and mortality, the state’s response to the COVID-19 pandemic, opioid overdose mortality, and other arising initiatives. Additionally, incumbent will collaborate on projects across the OQPS and work with multiple data such as Vital Statistics, Statewide Planning and Research Cooperative System (SPARCS), and All Payer Database (APD) data, as well as other data sources that have been established to respond to the emerging public health data needs.

The PRS 3 will develop and execute procedures and statistical programs (using SAS, SQL, or R) for the compilation and quality control of Vital Statistics data for analysis, reporting, and data release. Incumbent will maintain existing and develop new programmatic activities flow to streamline communication with internal and external partners. The PRS 3 will present reports in tabular, visual, and narrative formats to technical and non-technical audiences."
