Minimum Qualifications Permanent Transfer Candidates: Current New York State employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above G25 and deemed eligible to transfer under Section 52.6, or Section 70.4 (exam required after meeting Open-competitive qualifications.) Provisional: Open-competitive qualifications: Bachelor’s degree AND four years of experience in the direction and management of a statewide, borough-wide, or multi-county HIV/AIDS program providing prevention, education, counseling and testing, health care, case management, or a variety of supportive services* to persons at risk for or living with HIV/AIDS, or providing education/training to HIV/AIDS service providers. This experience must have included prioritizing goals, implementing programs, and allocating resources. The candidate must also possess one year experience supervising professional level staff in the described settings. * To be considered as qualifying, the supportive services program must have provided a range of services, which may include, but are not limited to, outreach, transportation, food and nutrition, housing assistance, health education, substance abuse counseling, supportive counseling, peer support, and translation services.
Preferred Qualification: Three (3) years’ experience managing or developing and implementing HIV/AIDS services; two (2) years’ experience in the development of programming for the priority populations; two (2) years’ experience in the development of written materials including program reports, monitoring reports, evaluations, program standards/guidance and Requests for applications (RFA). At least three (3) years’ experience in the administration and management of contractual requirements for government or foundation contracts/grants; three (3) years of project management experience; two (2) years’ experience in fiscal management; two (2) years’ experience using data to inform program evaluation; two (2) years’ experience interfacing with government agencies and entities. Excellent written and verbal communication skills.
Duties Description The AIDS Program Manager 1, in conjunction with the Office of Population Health and Prevention Programs (OPHPP), is responsible for program planning and implementation, project management, evaluation, quality improvement, and resource allocation. Responsibilities include: supervision of staff; development of program standards, guidelines, protocols and implementation plans; development of program models; oversight of service delivery, project management, fiscal management of program budgets and expenditures, data analysis, compliance monitoring, assessment of contractor performance related to key performance measures and program outcomes; provision of technical assistance to contractors for grant funded program services; quality improvement activities; completion of program reports and participation on interdisciplinary teams and work groups.
Additional Comments Permanent, Competitive Full Time. Occasional travel, including overnights and travel to areas that may not be served by public transportation, will be required (15%).
