Minimum Qualifications Permanent service in this title or one year of permanent competitive or 55-b/c service in a title at M-2 or higher and otherwise eligible for transfer under Civil Service Law.
Provisional: One year of service at M-1 or higher in a human resources, training, or labor relations title. If appointed provisionally, you must take and pass the next exam for this position and be reachable on the resulting eligible list.
A permanent appointment pursuant to Section 52.7 of Civil Service Law may be possible if there are three or fewer current DCJS employees meeting the above promotional qualifications that are interested in this position.
Duties Description As a member of the Executive Team, the Director of Human Resources 3 manages a wide variety of initiatives to increase the overall efficiency of the operations of the Division of Criminal Justice Services (DCJS) and the three agencies hosted by DCJS: the State Commission of Correction (SCOC), the Office for the Prevention of Domestic Violence (OPDV), and the Office of Victim Services (OVS). The Director provides guidance to DCJS and hosted agency heads, agency counsel, and other executives regarding proper application of laws, rules, and directives. The Director oversees staffing and personnel efforts; data collection and reporting; position management; succession planning; strategic planning; labor relations; grievance procedures; training and development; classification; examination planning; workforce policy; performance management; negotiated agreements; and all daily operations of Human Resources Management.
