Minimum Qualifications One year of permanent competitive or 55b/c service in this title or in a title eligible for 70.1 or 52.6 transfer.
This position may be designated 55 b/c and is subject to verification of applicant eligibility.
Duties Description This position would serve as a liaison between CWCS and the Office of Information of Technology Services (ITS) development teams for the purpose of communicating business needs and technical design requirements for the design and enhancement for new technology initiatives related to existing or new federal or state funding requirements for child welfare services, or for general system efficiencies. Systems supported include: Voluntary Foster Care Agency (VFCA), Family Type Homes for Adults (FTHA), Connections (CONX), Welfare Management System (WMS), Benefits Issuance Control System (BICS).
• Assist the OCFS program areas with ushering requests through the Project Intake process from Idea through Project.
• Work with OCFS program area staff to create business cases for new systems or enhancements to existing systems.
• Document business processes/workflows for current and future systems.
• Elicit and document requirements for new systems and enhancements to existing systems.
• Serve as a liaison between the Office of Children and Family Services (OCFS) and the Office of Information Technology Services (OITS) to communicate OCFS program area business needs and requirements to OITS Development and Testing teams.
• Review requirements with OCFS program area Subject Matter Experts and obtain approval from Project Sponsor(s).
• Develop test scenarios and test cases.
• Test system functionality and document test results.
• Elicit and document requirements for metrics and key performance indicators (KPIs).
• Perform KPI Data Confidence/Quality Review.
• Develop KPI visualizations and dashboards using Tableau.
• Develop training materials.
• Assist with Change Control/Release Planning for system enhancements.
• Research production system issues.
• Attend training classes related to Business Analysis.
• Facilitate meetings and record meeting minutes and action items.

Additional Comments
Preferred Experience and Technical Skills:
1. Working knowledge of and experience with NYS’s child welfare services systems is preferred.
2. Experience supporting the development and maintenance of large database systems.
3. The ability to effectively communicate with user groups in a timely and consistent manner.
4. Experience working directly or in partnership with NYS local district staff.
5. Experience maintaining SharePoint sites.
6. Knowledge of the following systems: CONNECTIONS (CONX), Welfare Management System (WMS), Benefit Issuance (BICS) with a solid understanding of how bi-directional data flows happen between large databases.
7. The ability to troubleshoot and provide technical assistance to user groups.
8. A good understanding of mobile applications and web-based applications.
9. A general working knowledge of current computer and computing technology.
10. The ability to respond to technical data entry errors as they arise in the field in a timely manner.
Background Investigation Requirements:

2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.
3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
