Minimum Qualifications Human Resources Specialist 1 Classification & Compensation, SG-18: eligible for a 52.6 transfer.
Human Resources Specialist Trainee 1 Classification & Compensation, NS: reachable on the Department of Civil Service’s PATT eligible list (Department of Civil employees only), reachable on the PCO eligible list, eligible for a Section 70.1 or 70.4 transfer, or 55-b/c eligible (Must have bachelor’s degree and 55b/c designation letter to qualify)
Preferred Qualifications:
Knowledge, skills, and abilities required to complete these activities include research and analysis, preparation and review of a wide variety of written materials, and the ability to discuss, present, and defend cases/recommendations with agency and supervisory staff, and Department of Civil Service management. Must have strong computing and oral/written communication skills.
Duties Description Under the supervision of a Human Resources Specialist 2 Classification & Compensation, the incumbent of this position will be involved with the organizational management activities of assigned State agencies. Duties will include the following:
Analyzing classification and compensation requests, and out-of-title work grievances; and making sound recommendations.
Preparing input on transfer and reemployment determinations, special projects, and studies which may involve tours and workforce audits of State facilities and offices.
Preparing Classification Standards for titles in various occupational areas.
Meeting with executive and management staff of client agencies to discuss classification and compensation requests, anticipated or proposed changes in organizational structures, and other workforce matters.
Participating on intra-and-inter-departmental committees concerned with resolving broad issues related to workforce management.
Interacting with Executive Branch policymakers from the Division of the Budget, the Governor’s Office of Employee Relations, and the Office of the State Comptroller regarding centralized workforce management issues.
