Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

Duties Description The incumbent will perform the full range of personnel activities for a Division within the Department, which include:
Classification, Recruitment, Placement and Employment Services. The incumbent will also assist in the direction and planning of the Personnel Program. The DOT Personnel Bureau provides services to over 8,000 employees. Duties include but are not limited to:


• Analyze issues, identify problems and provide advice and information to employees, managers and program areas.
• Write effective Classification actions, including assisting subordinate staff in the analysis, evaluation, and preparation of classification material.
• Participate in exam planning for examinations, including coordinating DOT participation in exam planning, serving as liaison between program areas and NYS Department of Civil Service.
• Accurately advise program managers, supervisors and individual employees in a timely manner on applicable laws, rules, directives or negotiated agreements which affect the appointment, promotion, termination or salary of employees.
• Participate in analysis, development, implementation, monitoring and evaluation of Personnel Programs, Policies and Procedures to further enhance Personnel Bureau program goals and objectives.
• Assign tasks and assignments to subordinate staff to attain specific objectives, may include training of staff with specific tasks.
• Participate in large workforce initiatives at DOT, such as Seasonal Hiring and Reductions in Force.
• Special Projects or assignments as needed.

The incumbent selected for this position must possess excellent oral and written communication skills and will be required to establish and maintain working relationships with professional, paraprofessional and support staff.

Responsibilities may include serving a role within the Incident Command System to support the Department’s response to regional and statewide emergency situations.

Additional Comments All State employees in Executive controlled agencies, who are not subject to a mandatory vaccination requirement shall be tested for COVID-19 weekly unless they are fully vaccinated.
