Minimum Qualifications Minimum Qualifications:

Reassignment Qualifications: You must have one year of permanent competitive or 55b/c service as an Associate Economist Milk Marketing.

Provisional Appointment: If there is no appropriate eligible list of at least three people willing to accept permanent appointment for this geographic location, the Department may nominate a qualified person for a provisional appointment under the provisions of Section 65 of the Civil Service Law. *Candidates appointed provisionally must take the next scheduled Civil Service examination for this title, and their score must be reachable on the resulting eligible list before they can be permanently appointed. Candidates who do not pass the examination or achieve a reachable score may not be retained.

Provisional Appointment Qualifications:
A. Either 1. a bachelor's degree or higher in economics;
Or 2. a bachelor's degree or higher including or supplemented by 18 semester credit hours in economics and an additional 6 semester credit hours from among the following course work areas: computer science, economics, econometrics, mathematics, operations research, research methods, or statistics;**

AND B. three years of professional experience conducting economic research. Acceptable experience may include, but is not limited to, experience with substantial responsibility for compiling and interpreting statistical data related to labor, health, regulatory economics, environmental economics, agricultural economics, occupational safety, transportation, insurance, banking, housing, or education. Experience primarily involving the clerical accumulation and manipulation of statistics will NOT be regarded as qualifying for this examination. Education
Substitution: A master's degree in economics or 30 graduate semester credit hours** in economics or econometrics may be substituted for two years of the professional experience in conducting economic research described above. A doctoral degree in economics may be substituted for three years of the professional experience in conducting economic research described above.

Duties Description Standard Duties:
1. Assists the Dairy Services Program Manager, Assistant Director, Director, Deputy Commissioner, and other Senior Department Officials in analyzing and evaluating dairy, milk marketing orders and other agricultural policy issues at the state and federal level. Assists in developing state dairy policy proposals in coordination with staff at the Governor’s office and other state agencies. Reviews and provides analysis and comments of state and federal legislative and rule-making proposals related to dairy and milk marketing order issues, such as Dairy Title of U.S. Farm Bill and federal order amendments. Conducts economic analysis using sound economic theory and develops clearly written reports and presentations. Issues reports and provides briefings on issues impacting the New York dairy industry as needed.

2. Serves as Secretary to the New York Dairy Promotion Advisory Board. Manages contracts between the State and vendors recommended and approved by the Commissioner and Dairy Promotion Advisory Board, in coordination with department staff in Fiscal and Legal. Coordinates and facilitates all meetings of the Advisory Board and prepares minutes of Board activities. Prepares annual budget for the Dairy Promotion Fund and distributes annual reports to organizations that pay into the fund on behalf of dairy farmers. Maintains USDA qualification of the New York Dairy Promotion Order by filing an annual report and coordinating a biennial audit of the fund.

3. Assists the Department in administrative activities of the Milk Marketing Advisory Board. Attends meetings of the Advisory Council and prepares minutes of all Council activities. Provides additional support and assistance to Board members in a timely manner as directed.

4. Studies, compiles, and evaluates information on dairy marketing, milk marketing orders and economic issues impacting the New York State dairy industry. Provides accurate and factual information regarding dairy markets. Issues periodic reports and analysis, based on data collected by New York State Department of Agriculture and Markets and other credible sources. This would include analysis of the organization, structure and performance of New York’s dairy industry. Reports are accurate and prepared according to established deadlines.

5. Utilizes statistical software to develop and maintain a system for forecasting various dairy market factors and indicators. Provide forecasts of dairy market factors such as milk production, utilization and dairy product and commodity prices. Modifies economic models as needed to enhance accuracy and timeliness of market information.

6. Provides oversight and management of Division priority projects as assigned. Provides guidance, offers recommendations, and assists the Dairy Services Program Manager and Director in keeping projects on focus and making progress. Monitors and reports on progress of Division project assignments in an accurate and timely manner. Provides logical and constructive suggestions on project management in order to complete Division projects in a timely manner.

7. Attends dairy industry relevant meetings to develop and maintain New York State’s presence, relationships and influence at the regional and national level. Reports relevant information to keep the Department appraised with up-to-date knowledge of dairy industry issues. Such meetings include National Dairy Economist Workshop, joint meeting of National Milk Promotion and Research Board, United Dairy Industry Association and National Milk Producers Federation, International Association of Milk Control Agencies and Dairy Leadership Conferences.

8. Conducts other duties as assigned. Available to provide assistance with economic and policy analysis on broad agricultural issues as needed. Provides additional assistance to the Department and meets all established goals.
