Minimum Qualifications Budget Fellow must possess a minimum of a Bachelor’s degree. Starting salaries depend upon level of education and type of work experience, and annual salary increases are dependent on satisfactory performance:

• Budget Fellow I: $49,835. A Bachelor’s degree. Advances to Budget Fellow II after one (1) year of satisfactory service.

• Budget Fellow II: $54,570. A Master’s degree in public administration, economics, business administration, public policy, public affairs or a closely related administrative or managerial field; or, a Bachelor’s degree and two (2) years of professional work experience including one (1) year in a directly-related policy area or one (1) year in public administration. Advances to Budget Fellow III after one year of satisfactory service.

• Budget Fellow III: $59,038. A Doctoral degree as specified for a Budget Fellow II; or a Master’s degree as specified for Budget Fellow II and one (1) year of professional budgeting experience within a governmental jurisdiction; or, a Master’s degree in any field and two (2) years of professional work experience including one (1) year in a directly-related policy area or in public administration; or, a Bachelor’s degree and four (4) years of professional work experience including one (1) year in a directly-related policy area or in public administration. Eligible for annual salary increases based on performance.

Qualifications/Skills:

Candidates must have an interest in program performance, cross-cutting agency operation and policy areas; the ability to simplify and communicate complex concepts and ideas; the ability to manage multiple assignments and produce work products with limited lead time; strong written, verbal, and visual communication skills; and the ability to work collaboratively. Additionally, the successful candidate must have strong problem-solving, quantitative, and analytical skills; proficiency with Excel, PowerPoint and Word; and must demonstrate a capacity to work with large data sets.

Duties Description The Budget Planning Operations and Management Unit is seeking a Team Lead to join the Performance Management team to lead in the further development and implementation of New York State’s performance-informed management and budget making, with a focus on providing line examination units the access to the data necessary to review the performance of agency program metrics, audits and internal controls.

Responsibilities of the Budget Fellow on the Performance Management Team would include, but are not limited to:

• Develop guidance and policy documents, including but not limited to Budget Bulletins and Tech Memos, in support of the State’s performance management efforts.
• Work with agencies and line units in the development, implementation, and management of policy and program goals, including but not limited to those established in Budget Bulletins L-0100, L-1221, and B-0350.
• Develop, track, and communicate progress of agency efforts to meet policy and program goals, deliver status reports and recommend next steps.
• Work with the Office of Information Technology Services to maintain the Building A High-Performance Government SharePoint site.
• Lead the alignment of the Agency Program Inventory and Summaries assignment (Budget Bulletin L-1221) with the implementation of the Enterprise Performance Management (EPM) budget making system.

Additional responsibilities may include, but are not limited to:

• Manage, coordinate and/or execute Division priorities.
• Perform research, write reports, and provide advice on a variety of policy areas.
• Develop visual tools, including charts, graphs, timelines, infographics, process-flow maps, and slide decks.
