Preferred Qualifications include:
• Strong computer skills, including experience with Microsoft Access, Excel, and Word The position will require extensive data analysis skills, so proficiency in use of Microsoft Access is important
• Knowledge and experience utilizing the Medicaid Data Warehouse (MDW)
• Knowledge and experience utilizing OPWDD’s Tracking and Billing System (TABS) and the ability to collect and analyze information within TABS using software such as Crystal Reports
• Knowledge and experience utilizing the eMedNY Thin Client Application
• Knowledge and experience utilizing SFS
Duties Description The Central Operations Bureau is part of the Division of Enterprise Solutions and ensures payments and billing for state operations and voluntary operations are completed timely and efficiently.
The Program Operations Specialist 3 will function as the supervisor for Central Operations' Medicaid Internal Reviews and for all Cash Unit Responsibilities. This position will independently perform professional, administrative, and technical duties to ensure continued compliance for OPWDD and the Medicaid program as well as monitor and update Cash Unit responsibilities.
Duties and responsibilities include, but are not limited to, the following:
· Oversee Central Operations' Medicaid Internal Reviews, an integral component of OPWDD's compliance with the Medicaid program
· Coordinate and conduct post-payment billing reviews of both OPWDD and not-for-profit agencies
· Responsibility for all tasks assigned to Central Operations that include identification of claims paid in error, ensuring processes are followed to return those funds to the Medicaid program and reported to the Office of the Medicaid Inspector General (OMIG)
· Provide data support and coordinate Medicaid claims data extracts for analysis and use by Division leadership
· Coordinate receipt and processing of payments for OPWDD billing and claiming
Oversee Cash Unit responsibilities. This includes the Cash Management System, quality checks, verification of amounts and data entry into ledgers and bank accounts
· Coordinate the effort to modernize all processes of the Cash Unit and update cash unit processes to be less reliant on paper and use more technological solutions
· Oversee the web-based application that allows for non-Medicaid reimbursement of Respite and SEMP and provide technical support and training on the applications as needed
· Ensure that monies identified for recovery are addressed timely and recoveries reported timely as part of OPWDD's formal Medicaid Compliance Plan in place with the OMIG and fiscal assurances for the agency's 1915c HCBS Waiver
· Account for all monies/revenue received by the agency and ensure accounting of funds are addressed in the Statewide Financial System (SFS)
· Perform other duties as assigned
