Minimum Qualifications Management Specialist 1 (SG-18):
Eligible for a lateral transfer or eligible for a 70.1 transfer by having one year of permanent competitive service in an appropriate title;

Management Specialist Trainee 1 (SG-NS):
Eligible for a lateral transfer or eligible for a 70.1 transfer by having one year of permanent competitive service in an appropriate title;
OR
Management Specialist Trainee 2 (SG-NS):
Eligible for a lateral transfer or eligible for a 70.1 transfer by having one year of permanent competitive service in an appropriate title;
OR
Reachable on the appropriate eligible list in Albany.
Duties Description This position plays a critical role in the administration and oversight of the Treasury Offset Program (TOP). The specific duties of the Management Specialist 1position for the Treasury Offset Program include, but are not limited to, the following:
• Review all Treasury Offset Program appeal requests and work with local social services district staff to determine if Supplemental Nutrition Assistance Program (SNAP) overpayments are appropriate for referral to TOP;
• Serve as the main point of contact for all client questions, complaints, and appeals related to the Treasury Offset Program;
• Answer questions and follow up with district staff and other state staff to ensure the Treasury Offset Program continues to run correctly and efficiently;
• Serve as project’s contact point/liaison for local district staff and United States Department of Agriculture/ Food and Nutrition Service (USDA/FNS) staff;
• Maintain and update the TOP Tracking System within Welfare Management System (WMS) and the United States Department of Treasury’s TOP online system;
• Analyze and review SNAP overpayment information in Cash Management Subsystem (CAMS);
• Facilitate biweekly TOP Workgroup meetings to discuss ongoing technical and policy matters;
• Prepare annual extract file in conjunction with ITS in order to reconcile Federal and State debt balances; and
• Produce monthly status reports.
Additional Comments A full-time, permanent appointment will be made. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title. This position requires travel at less than 30%.
Salary for Trainee 1 is: $45,617
Salary for Trainee 2 is: $48,237
