Minimum Qualifications Candidates must be reachable on the current Civil Service eligible list or as a current Assistant Architect eligible for transfer.
For Provisional Appointment (Promotion): Candidates must be a qualified employee of New York State and have had three months of permanent competitive or 55b/55c service as a Junior Architect, Principal Drafting Technician (all parenthetics), Assistant Architectural Specifications Writer, Junior Architectural Estimator, or Assistant Architectural Estimator.
For Provisional Appointment (Open Competitive): Candidates must have six years of architectural experience in design or drafting under the direction of a registered architect including architectural/engineering coordination on buildings requiring multi-discipline trade involvement such as heating, plumbing, and electric work with a construction cost of at least $500,000. You MUST list on your application the type of project, building type, cost, and extent of your involvement (examples of building types include the following: institutional, industrial, commercial, healthcare, academic and office structures); OR a four year bachelor’s degree in architectural studies AND two years of architectural design or drafting experience under the direction of a registered architect as described in #1 above; OR a five year bachelor’s degree in architectural studies AND one year of architectural design or drafting experience under the direction of a registered architect as described in #1 above; OR an Architect’s license with current registration in any state or territory of the United States.
Duties Description The Office of Property Supports and Emergency Services is a centralized support office whose mission is to provide a standardized team approach to the management of Physical Plant Maintenance, Capital Services, Safety and Security, Fire Safety, Emergency Management, Environmental Services, and Food Preparation. Under the direction of the Associate or Senior Architect, the incumbent will perform architectural review of building plans and designs, ensure code compliance and assist in the development, implementation, and oversight of all capital construction activities related to architectural design work for voluntary and state buildings overseen by the Agency.
· Provide architectural review of state and voluntary program construction activities to residential building related to NFPA 101 Health Care and Board and Care occupancies.
· Review and approve architectural design documents prepared by other design professionals including kitchen, bathroom, ramps, egress, functional layout and structural, for compliance with applicable building codes and good design practice.
· Provide direction to the field and to design consultants to ensure projects meet OPWDD criteria for handicap accessibility for both residential and day habilitation sites.
· Provide technical assistance to the regional offices regarding cost control and architectural scope review of PPA projects for voluntary providers.
· Provide administrative management oversight of capital construction architectural projects for state and voluntary programs.
· As the authority having jurisdiction, review and approve construction permit applications for work performed by the agency. Issue permits for architectural work including but not limited to building additions, handicap ramps, decks, structural modifications, roofs, windows and siding, major interior rehabilitations to kitchens and bathrooms.
· Serve as a NYS Certified Code Enforcement Official for the Agency. Training provided.
· Conduct field visits and inspections, as required to investigate code compliance, complaints or emergency conditions and provide on-site technical advice.
This position requires occasional travel throughout the State of New York to provide technical support to other Office of Property Supports and Emergency Services bureaus and as needed for capital construction project oversight. Travel may fluctuate seasonally, and the majority of travel will be during, but not necessarily limited to, the typical construction season. Appointees to these positions are required to have a driver's license valid in New York State to operate a motor vehicle or otherwise demonstrate their capacity to meet the transportation needs of the job.
