Salary RangeFrom $76326 to $95361 Annually
Minimum Qualifications Bachelor’s degree and 3 years of experience directly related to the New York State legislative process and have familiarity with social service programs.
Substitutions: four years of specialized experience or associate degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.
Duties Description Reporting directly to the Intergovernmental Affairs (IGA) Director in the Commissioner’s Office, the Intergovernmental Liaison will be performing the following duties which include, but are not limited to:
State Liaising
• Report on State legislative actions which may of interest to the Agency and report to the Office of Intergovernmental Affairs (OIA) Director.
• Review Legislative Committee Agendas when released.
• Monitor legislation and detail bills of interest and prepare bill tracking charts.
• Attend/view Social Services Committee meetings or other Committees as needed.
• Attend/view and provide summary of relevant Committee Hearings.
• Respond to elected official inquiries – in coordination with OIA Director.
• Attend/review all relevant budget hearings and/or conference committees.
• Provide support to the OIA Director.
Federal Liaising
• Report on Federal administrative and legislative actions which may be of interest to the Agency, including proposed federal legislation, budget and appropriation activities, proposed rules and regulations, funding announcements.
• Work in collaboration with the GO DC office on any legislative or budget related issues.
• Under the guidance of the Commissioner and Executive Deputy Commissioner, will work with the Director to coordinate and facilitate the development of the Agency’s positions on selected Federal issues, in consultation with affected Divisions; maintain and regularly update the Agency’s Federal Issues chart.
• In consultation with the Commissioner and Executive Deputy Commissioner, will work with the Director to coordinate the development of the Agency’s annual Federal Agenda.
• Under the direction of the Intergovernmental Affairs Director, respond to telephone and written inquiries received from Congress on constituent or other concerns.
As Needed
• Independently complete assigned special projects within designated timeframes. Perform other related duties as assigned.
Additional Comments A full-time appointment will be made. This position is in the Exempt jurisdictional classification. A background check and fingerprinting of the selected candidate will be required.
