Minimum Qualifications Candidates who have one year of permanent service as an Associate Director Training 1, M-1, or higher who are eligible to transfer via Section 52.6 of the Civil Service Law by having at least one year of permanent service in a qualifying title are eligible to apply. In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Office of Mental Health, Central Office of our intention to conduct a non-competitive promotional examination for the position of Associate Director Training 2 in Albany. Permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications of having at least one year of permanent competitive service as an Associate Director Training 1, M-1, if all requirements of a non-competitive promotion appointment are met.

Duties Description The Office of Mental Health is recruiting to fill two Associate Director Training 2, M-2, positions. Under the general direction of the Associate Director Training 4, M-4, the incumbents serve as Assistant Bureau Directors and assist in all aspects of developing and implementing OMH training programs to support OMH mission and operations and will supervise and direct Training Specialist 2 and other professional training staff who perform the full range of training activities. In this role, the incumbents supervise and manage Bureau operations, as well as specific programs, projects and associated staff on a day to day basis. The responsibilities of each Associate Director Training 2 are divided by functions to manage agency training operations which are either administratively focused or clinically focused. Specific duties include, but are not limited to, the following:

• Assist the Bureau Director in planning, implementing and evaluating of educational strategies and training initiatives in support of the Office of Mental Health mission and strategic goals.
o Lead and coordinate OMH training programs and initiatives including: support for OMH's Leadership Academy; e-Learning programs/initiatives; Learning Management System/database management; curriculum support; soft skills training; Joint Labor/Management training programs; interagency training programs and activities such as those involving GOER’s NYS Learning Alliance; Clinical Curriculum Development; Trainer Development and Certification; Preventing and Managing Crisis Situations Training; Partnering for Safety; Trauma Informed Practice; Therapeutic Communication Skills; and Youth Empowerment Strategies.
o Provide recommendations to the Director on strategies for skill and competency acquisition to prepare the OMH workforce for future challenges and assists with the implementation of training and development initiatives.

• Collaborate with Office/Center/Division and Bureau Heads and clinical leads to analyze performance issues and identify training and development needs. Make recommendations for training consistent with agency mission and goals and based on knowledge of staff competencies, available training programs and funding.
o Identify current initiatives and best practices.
o Identify and recruit experts to participate in teleconferences, write curricula, or deliver training programs.

• Draft policies and procedures for assigned training programs for Bureau Director review.

• Serve as liaison to facility Associate Directors Training (MH) or other facility training staff for training related issues. Make suggestions to facilities concerning available funding and allocate funds where appropriate. Assist in identifying and obtaining consultants and trainers, and direct support staff who coordinate scheduling and contracting arrangements.

• Maintain communication with stakeholders to ensure that programs meet Agency
requirements. Incorporate useful suggestions into training programs.

• Develop collaborative relationships with staff of other State agencies to ensure curriculum developed satisfies competencies for practitioners from all participating agencies. Works with consultants to modify curriculum as necessary, ensuring OMH specifications are maintained.

• Negotiate with professional organizations (i.e. organizations representing social workers, nurses, doctors, etc.) to develop and submit proposals for curricula and programs that will meet the standards for those organizations to ensure Continuing Education Credits are awarded for participation in OMH clinical training programs.

• Continually monitor outcomes and evaluate training programs.
o Develop performance standards for programs and instructors and methods for evaluating results.
o Solicit feedback from consultants, OMH trainers and participants.
o Analyze responses.
o Provide recommendations to Director for changes to training programs based on such evaluation.
o Implement changes as appropriate.

• Draft the Bureau’s training budget request and justification for assigned training programs for the Bureau Director’s review.

• Identify and pursue sources of funding for training programs. Examples of sources include GOER, DOH/DOL grants, and joint labor/management negotiated funds.

• Administer statewide training benefits and programs funded through collective bargaining agreements, e.g., NYS and CSEA Partnership for Education and Training programs, NYS and PEF’s Professional Development Programs (PDP) and Professional Services Workshop Programs (PSWP).
o Provide feedback to unions and GOER on appropriateness of training benefits to OMH employees.

• Manage consultant contracts.
o Develop Requests for Proposals (RFPs), letters of agreement (LOAs) and contracts.
o Facilitate meetings between consultant and program staff to develop and review curriculum.
o Ensure material produced includes the current initiatives and best practices identified in cooperation with Division/Center/Office and Bureau heads and is developed in a timely fashion.
o Evaluate outcomes to ensure compliance with deliverables.

• Supervise staff in the administration of workforce training initiatives.
o Manage the development and implementation of train-the-trainer programs to support trainer development and continued certification.
o Ensures the accurate delivery of clinical training following the curricula developed to meet the criteria set out by CMS and The Joint Commission.

o Manage the development of metrics to track the effectiveness of training given by Bureau staff.

• Work with educational institutions to offer college courses online and/or at OMH worksites. Negotiate contracts, work with instructors on classroom arrangements and recordkeeping and ensure proper credit is processed for OMH employees successfully completing the coursework.

• Develop cooperative relationships with staff of educational institutions to identify available training programs for possible use within OMH.

• Oversee OMH use of the Statewide Learning Management System (SLMS), as well as the utilization of available technology to expand the use of on-line training options and e-learning courses.

o Research and implement technology based and/or blended learning solutions which provide the Agency with cost effective ways to meet workforce development needs.
o Provide recommendations to Director relative to program development, implementation, evaluation and applications.

• Supervise and mentor Training Specialist 2 and other subordinate professional and paraprofessional staff.
o Assign and review work. Ensures staff are knowledgeable and up-to- date on training and development policies and procedures.
o Observe and evaluate work performance and prepares performance programs and evaluations.
o Provide on the job training and coaching.
o Authorizes the appropriate use of time off and reviews and approves LATS timesheets.

• Provide direct support and assistance to the Bureau Director in all areas relating to Bureau management/operations. This includes such things as:
o Collaborating on Bureau budget and spending plan development.
o Standing in for the Bureau Director as necessary or requested.
o Preparing or inputting into various regular and ad hoc policy-level reports/analyses relating to or including discussions of agency training and workforce development.
