Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.
Candidates must have permanent status as a Contract Management Specialist 2, Grade 23, and be eligible for lateral transfer; OR be eligible for transfer via Section 52.6 or Section 70.1 of the Civil Service Law.
Preferred Qualifications:
* Knowledgeable of NYS Finance Law and NYS Procurement Guidelines.
* Experience with a wide variety of procurement methodologies including RFPs, IFBS, RFQs, Single/Sole Source contracts.
*Experience conducting purchasing via Preferred Sources, OGS Centralized Contracts, and Open Market.
Duties Description The Office of Mental Health (OMH) is recruiting to fill a Contract Management Specialist 2, Grade 23, position within the Office of Financial Management, Bureau of Procurement Enterprise Services. The Bureau of Procurement Enterprise Services (BPES) provides contract management and administrative services to 24 facilities, OMH Central Office, OMH Cook Chill Production Center, and OMH Capital Operations.
Under the direction of a Contract Management Specialist 3, the incumbents will perform higher level contract management duties as well as provide contract related guidance and supervision to their unit staff.
Specific duties include, but are not limited to, the following:
• Supervise staff within the Contracts and MOUS, Purchasing, MWBE/SDVOB, Logistics and Communication, Bureau Support Services, and Inventory Management units within the BPES.
- Communicate and train new and experienced staff on the numerous procedures and techniques, laws, rules, regulations, and/or policies required to ensure continued compliance.
- Coordinate and participate in the preparation of work plans identifying key deliverables and leading responsibility. Ensure that deadlines and timeframes established for assignments are met.
- Complete staff evaluations, performance program development, timesheet approval, and other supervisory duties.
- Supervise staff in the planning and development of procurement methods and documents. Provide guidance and resolve problems.
• Coordinate and participate in the preparation of scope of work, bid quote sheets, technical/financial evaluation instruments.
• Supervise staff in the planning and development of solicitation, contract, and documents.
• Supervise team members in the processing and administration of a wide variety of procurement-related activities including MWBE/SDVOB reporting, SFS transactions, and Vendor Responsibility analysis.
• Utilize critical thinking and problem solving skills to resolve issues and identify solutions
• Develop and update templates, materials, reports, instructions, and policies and procedures.
• Prepare reports, analyses and correspondence as required.
• Keep management apprised of any possible problems or delays in processing contracts or the proper administration of contracts.
• Coordinate and review all contract documents prior to publishing, award, and submission to Control Agencies for final review and approval.
• Propose changes to existing program guidelines or, as assigned, assist in the development new guidelines.
• Develop and deliver training to a wide variety of audiences.
Additional Comments This position requires visitation to hospitals and/or other health care settings and direct interaction with patients and patient care staff. Upon appointment, the candidate must be fully vaccinated or willing to become fully vaccinated against COVID-19.
