Minimum Qualifications Current New York State Department of Health employee with permanent or contingent-permanent status as a Principal Accountant, Grade 27, OR a New York State employee with one year of permanent or contingent-permanent service in a title eligible for transfer to Principal Accountant under Section 52.6 or Section 70.1 of the Civil Service Law.
Preferred Qualifications: Professional experience with cost allocation and federal claiming and reporting. Significant experience with the Statewide Financial System (SFS) and the State chart of accounts and/or PayServ. Experience with OMB Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards. Must demonstrate strong interpersonal and organizational skills and excellent independent decision-making. Supervisory experience required.
Duties Description • Leading and supervising staff that report on over $1.5 billion annually in federal grants and claims, including the reconciliation of all personal service charges to time and activity reporting, the reconciliation of fringe benefits and indirect costs earned, and the reconciliation of federal letter of credit accounts.
• Leading and overseeing staff responsible for the Department’s management and maintenance of over 4,500 line items and the corresponding payroll pools used to properly record personal service expenditures to all Department fund sources. This includes the production of the Department’s biweekly fill report.
• Overseeing multiple other accounting responsibilities including, but not limited to,: reporting to OSC (CFDA, SEFA, CMIA, etc.); debt service payments and reserve adjustments (including the weekly transfer of revenues to Roswell Park); the funding of the $300 million WIC food account; and federal audit/review support and inquiries.
• Promoting effective fiscal liaison relationship with OSC, BSC, SFS, DOB and all federal partners (DHHS, USDA, EPA, DOE, etc.).
