Minimum Qualifications Active list candidate on the New York State Department of Civil Service’s Medical Assistance Specialist 1 eligible list #26-693; OR Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Medical Assistance Specialist 1; OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the Civil Service Law.

Preferred Qualifications: Preferably an associate or a bachelors degree in field of accounting or business with proficiency in excel and knowledge of basic accounting principles, balance sheet, P&L ledgers and similar. Excellent written, verbal and interpersonal skills, strong attention to detail and ability to multi-task. Proficiency in Microsoft Office applications and ability to become proficient in other applications and databases.

Duties Description The Medical Assistance Specialist 1 (MAS 1) G-18 will play a vital role in the administration of the reporting, compliance and outreach activities relating to MCO compliance with regulatory and statutory standards specific to financial reporting and fiscal solvency. The timely submission evaluation and assessment of fiscal reports is crucial in supporting rate development and the risk model computations that set capitated payments for New York State managed health care entities as well as overall oversight of Plan’s overall financial solvency. MAS 1 will be responsible for serving in a liaison role and provide technical assistance to MCO’s and Department staff with Financial reporting policy, rules and regulations, assisting with the plan communication including written guidance and on phone assistance specific to the fiscal reporting, plan solvency and analysis and evaluation of fiscal reports submitted by Managed Care Organizations, identifying outlier and compliance issues and communicate findings to MCO’s and work with them to improve compliance in all areas of fiscal data reporting relating to timeliness and accuracy, documenting and maintaining compliance activities and outreach log for the purpose of timely reporting the submission of data by MCOs as it relates to submission of quarterly financial cost reports and mandatory Annual Financial statements, disseminating Statements of Deficiency to MCOs that are not following State’s rules and regulations in relations to timeliness and accuracy of finical reports or plan overall solvency and collecting and monitoring the corresponding Plan of Corrections, maintaining Fiscal Oversight contract logs and transactional logs and oversee Bureau’s mailbox, and acting as Fiscal Oversight Unit FOIL liaison to assure such requests are addressed and fulfilled in an efficient manner and in accordance with the Agency requirements.
