Minimum Qualifications Current NYS Department of Health (DOH) employee with permanent or contingent-permanent, competitive status as an Associate Health Care MSA, G-23 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G-21 and deemed eligible for transfer to Associate Health Care MSA, G-23 under Section 52.6 of the NYS Civil Service Law. Provisional Promotion*: NYS DOH employee with one year or more permanent or contingent-permanent, competitive status in a Senior Health Care Management Systems Analyst.
Preferred Qualifications: Preferably a bachelors degree in field of accounting or business with proficiency in excel and solid knowledge and experience in basic accounting principles, balance sheet, P&L ledgers and similar. Excellent written, verbal and interpersonal skills, strong attention to detail and ability to multi-task . Proficiency in Microsoft Office applications and ability to become proficient in other applications and databases.
Duties Description AHCMSA will play a vital role on the Contracting and Fiscal Oversight team ensuring that Managed Care Organizations (MCO’s) meet mandated fiscal regulatory and policy compliance standards and submit cost report and financial information in accordance with the regulatory and statutory requirement as necessary to set Medicaid rate in a manner that is effective and efficient. The candidate will provide subject matter expertise evaluating, reviewing, approving and cataloguing MCO- management and provider risk contracts which include value based or alternative payment methodologies and routine or ad hoc MCO financial reports.
Duties will include ensuring managed care plans submit provider contracts that comply with state and federal requirements, including methodologies for confirming member attribution, target budgets, performance payments, and shared savings and/or losses. The applicant will also review MCO quality improvement contracts for safety net hospitals in relation to existing and new initiatives. In addition to contract review, the incumbent will be responsible for evaluating the timeliness and accuracy of MCO financial reports submitted by the MCOs to include monitoring the financial condition, analysis of fiscal operations and compliance with fiscal reporting requirements, reserve and escrow fund requirements and related laws, regulations and policies and other duties as assigned.
