Minimum Qualifications Current NYS Department of Health (DOH) employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 2, G25 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G23 and deemed eligible for transfer to Health Program Administrator 2, G25 under Section 70.1 or Section 52.6 of the NYS Civil Service Law.


Preferred Qualifications:
Medicaid experience including an understanding of the eMedNY system; experience working with medical claims/prior approvals; policy development/implementation; excellent communication, written and organizational skills; ability to function independently and deal with multiple tasks and priorities

Duties Description The Health Program Administrator 2, G-25, will act as the manager of the Administrative Processes and Support Unit in the Bureau of Medical Review. This unit is responsible for the following: contract utilization and compliance for Bureau operation; communication activities including call center functions, process improvement, modernization, and change management for Bureau activities; data collection for fraud and abuse activities; coordination of policy development and implementation; and document management and publication on the Department’s websites. Responsibilities include providing administrative leadership for day to day operations, personnel management, fiscal management, problem resolution and overall programmatic operation for staff assigned to this unit; data analysis and report generation for unit workload statistics and for potential fraud and abuse to be referred for investigation; policy development for new technologies and evaluation of current policies for appropriateness with current medical practices and guidelines; manage staff responsible for review and updates to unit procedure manuals. provider manuals, and fee schedules; provide policy guidance to OHIP’s Medicaid Managed Care, enrolled providers, manufacturers, and industry advocacy groups; monitor the Fair Hearing request process and make changes to unit policy as necessary from hearing decisions rendered and other duties assigned to support Bureau operations.
