Minimum Qualifications Current NYS Department of Health (DOH) employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 1, G23 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G21 and deemed eligible for transfer to Health Program Administrator 1, G23 under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

Preferred Qualifications: Experience in management of state and federal funding streams, state contracts and monitoring contract performance, Grants Gateway and SFS. Experience providing technical assistance to contractors. Excellent written and verbal communication skills; excellent organizational skills with the ability to work on multiple assignments; proficiency in the use of Microsoft Suite tools including Word and Excel and supervision experience.

Duties Description The Health Program Administrator 1 (HPA1) will work in the Finance and Contract Management Unit (FCM) for the Bureau of Administration (BOA), within the Division of Family Health (DFH). Responsibilities include but are not limited to: oversight and development the Health Program Administrators (HPA), also referred to as Contract Managers; providing administrative and fiscal support by development and processing of approximately 100 contract documents annually, review of respective quarterly vouchers, provision of technical assistance to contractors on fiscal issues, review of related budget modification requests throughout the year, and monitor the spending of federal grants and state funding and maintain and revise program databases and tracking systems.

Additional Comments Full-time, permanent. Occasional travel, including to areas that may not be served by public transportation may be required (10%).
