Minimum Qualifications Non-competitive: one year of permanent service as a Cultural Interpretation Specialist 2; or a bachelor’s degree and four years of experience* managing programs to improve access to services, directions, assistance and/or benefits to persons with Limited English Proficiency (LEP), of which at least one year must have included supervision of professional staff. The experience must also include systematic management of information and workflow, analysis of data to determine trends, preparation of budgets, negotiation of payment rates for contracts and other agreements, and analysis of cash flow needs. Candidates must demonstrate an awareness of and sensitivity to cultural issues and nuances. Fluency in speaking, reading, writing and oral comprehension of at least one language spoken by the LEP population in New York State and command of the English language, both written and spoken, is required.

*Substitution: A master’s degree may substitute for one year of general experience.

Duties Description Duties to include but not limited to:

• Institute periodic assessments to determine the level and extent of need for written translations and for oral interpretations for the LEP population served or potentially to be served by the Office of Temporary and Disability Assistance (OTDA) and the local social services districts. These assessments will incorporate the identification of the primary foreign languages spoken in each county.

• Assist in the hiring of qualified translators/interpreters for the Language Services Unit and provide training on unit and bureau administrative processes and standards for translation and interpretation.

• Manage procurements through Request for Proposals (RFP) development and the selection of translation contractor(s) to supplement the work of the unit staff and to address workload demands that exceed unit capacity.

• Conduct multiple, detailed, quality reviews of documents translated by a contractor or other Translation Unit staff in order to ensure accuracy, integrity, and completeness of the work product.

• Translate documents, forms, informational materials, and other written material into a targeted language for which the incumbent possesses expertise.

• Oversee the provision of language access for OTDA including but not limited to maintenance of the Language Access Plan, monitoring reports, website updates, facilitate the language access group and notices to appropriate offices of requirements of compliance.

• Develop and maintain a referral process for work that is beyond the capacity or scope of the Language Services Unit and is not appropriate for the translation contractor(s).

• Liaison with other state agencies, local districts, and the governor’s office to provide technical assistance and support and assistance on LEP access.

• Oversee the flow of translation and interpretation requests. Assign work to unit staff and to the contractor(s) and assure that translations are completed in accordance with established standards for quality and timeliness.

• Manage workload priorities through established criteria for prioritization.

• Oversee unit adherence to the established workflow process and the appropriate use of the centralized work product tracking system.

• Oversee the provision of limited direct interpretation services in accordance with established criteria.

• Liaison with other state agencies on workgroups, task forces, and committees on LEP matters, such as the Office of Temporary and Disability Assistance and Office of Children and Family Services LEP Workgroup.

• Administratively supervise unit staff.

• Communicate effectively with bureau management, bringing important issues to light as soon as possible, with an appropriate degree of detail, and with suggestions for appropriate resolution.

Additional Comments A full-time, permanent appointment will be made. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.
