Minimum Qualifications Candidates must be reachable for appointment on the Civil Service eligible list for Professional Engineer 1 (Civil/Transportation) or candidates must have one year of permanent competitive service in a title eligible for transfer under the provisions of Section 70.1 of the Civil Service Law.

Duties Description Performs professional level civil engineering duties under the general direction of the Western
Regional Canal Engineer. Duties may include but are not limited to:
- Function as Deputy Western Regional Canal Engineer.
- Provide engineering support to the West Region Canal Engineer for the operation and
maintenance of the Western Canals System (City of Tonawanda to Oneida Lake).
- Assist with the development of maintenance and capital plans in conjunction with Western Region
engineering staff, in accordance with Canals Asset Management.
- Assist with the preparation of the annual capital and operations/ maintenance budget
including recommendation of construction or rehabilitation projects.
- Identifies potential major maintenance and facility projects.
-Estimates project costs and prepares
budget requests and revisions. Coordinates and develops in-house capital improvements.
-Participate in emergency planning and response as part of ICS team.
- Review/ evaluate design and construction documents from project development through
project completion. Attend design and construction progress meetings.
- Supervise subordinate technical, engineering, administrative, or support staff as required.
- Perform professional engineering duties related to new construction, rehabilitation, or
long-term maintenance projects.
- Provide technical advice to engineers, legal staff, consultants, contract management,
and budget representatives on the financial, structural, or construction requirements of
projects.
- Interact with subordinates, section personnel, headquarter engineers, design staff,
construction staff, consultants, representatives of local, State and Federal agencies, and the
general public.
- Respond to local municipalities and adjacent property owners' requests or complaints of an
engineering nature. Assesses the situation, and then directs and coordinates with the Sections
on repair or clean up issues.
- May oversee the Buffalo or Syracuse office which includes facilities operations and vehicles.
- Have a significant role in planning & reviewing the monitoring plan for embankment areas of
concern.
- Reviews work permit applications for the Region. Reviews leases and abandonments and makes
recommendations to the Regional Canal Engineer. Provide technical expertise to the Real
Property Management Group (Leases, Permits, and Abandonment's).
- Works with Canal Sections and floating plants in developing and implementing seasonal work
plans and reports.
- Perform other duties as assigned.
