Candidates must have one year of permanent competitive service in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4 or 52.6 of Civil Service Law.
Duties Description The Program Research Specialist 3 will help conduct research, implement data collection solutions, and perform data analysis to support operations. The position will collect and analyze data, and report findings on current or proposed programs and policies. The position will investigate and recommend methods to answer business questions and communicate the results of research and analytic investigations to peers and managers. The position will perform regular tracking activities for state operations staff and produce regular and consistent reports and/or other data-centric products. Responsibilities include but are not limited to the following:
•?Partner with State Operations Staff to identify data needs & fulfill reporting requests.
•?Liaison with Regional Operations Staff to ensure that data collection and reporting is accurately reflecting regional operations.
•?Organize data into structures that facilitate maximal flexibility in reporting.
•?Use a variety data elements and statistics creatively and strategically to answer business questions and create information that is actionable.
•?Evaluate data sources to determine limitations in terms of reliability or usability.
•?Assess statistical methods and procedures used to obtain data to ensure validity, applicability, efficiency and accuracy.
•?Collaborate with ITS staff members for all data collection initiatives, specifically those utilizing Sharepoint.
•?Use tools to create graphs, charts dashboards, and/or other visual aids and communicate with team members to ensure understanding of content.
•?Prepare written reports containing analysis and interpretation of study findings along with any recommended courses of action.
•?Research, develop and assess appropriate use cases for OPWDD assessment instruments.
•?Act as the research and data lead for special projects supporting State Operations.
