Minimum Qualifications Twelve years of public, private, or non-profit sector experience in the planning, operation, administration or management of information technology or enterprise level geographically diverse public safety systems, programs, and projects. This experience must include critical analysis of multi-source information and data in compliance with statutes, policy guidelines and procedures governing public safety and emergency communications. Three years of this experience must have been at the managerial* level working in a team environment.

Substitution: A Bachelor’s Degree may substitute for up to four years of the general experience. A Master’s Degree may substitute for an additional year of the general experience.

*Management experience is defined as direct leadership, management and strategy execution for an identifiable organizational unit or program which includes direct management of program planning, development, resource allocation, monitoring, evaluation, research and analysis and policy formation. This experience should also include administrative supervision of technical/professional staff.

Duties Description The Director, Office of Interoperable and Emergency Communications directs and assesses strategic direction; policy development and implementation; and resource requirements for the Office of Interoperable and Emergency Communications (OIEC) within the Division of Homeland Security and Emergency Services (DHSES). The incumbent provides leadership in establishing, facilitating, and sustaining collaborative relationships among a diversity of State, federal, local, tribal, private and international officials in the development of proactive programs and methodologies to protect New York State’s citizens and critical assets, accomplish the mission of the Office of Interoperable and Emergency Communications and meet the New York State and National Preparedness Goal. Duties will include, but not be limited to the following:

• Advise the Commissioner, senior executive staff, legislative staff and internal/external agency personnel on all interoperable and emergency communications issues. Direct the development of statewide policies for the continuity of radio communications systems to assist New York State and local first responders to ensure the delivery of public safety services; and integrates program plans and implementation strategies into comprehensive executive level information.
• Assist in the development of the New York State DHSES’ strategic plan to comply with the federal, State and Urban Area Homeland Security Strategies and their capabilities.
• Direct development of policies, regulations, and other initiatives to ensure consistency of multi-agency policy and regulatory development; formulates long range strategic policy planning. Oversee joint operations across all organizational entities.
• Establish and foster robust collaborative relationships, inter-organizational linkages, information sharing and a systems-based approach to preparedness.
• Formulate and direct policy planning and development, identify short and long-term challenges; formulate and establish best practices for the agency and its programs.
• Direct the formulation and coordination of long-range development plans for the structures required to support overall agency goals and objectives, information and service sharing plans with external organizations.
• Represent the OIEC in executive briefings, before State and federal legislative hearings, on committees and panels as appropriate.
• Travel will be required.

Operational Needs:
• Possession and maintenance of a valid Driver’s License issues by the New York State Department of Motor Vehicles.

NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
