Transfer: Candidates must have permanent competitive status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
Duties Description The position will be in the bureau of Cost and Revenue Solutions (CARS). CARS is responsible for a variety of functions, including the development of OPWDD's annual cost report which is used in the development of rates for services provided in OPWDD-operated institutional and community based programs, as well as implementing a Cost Allocation Plan (CAP) to support reimbursement of costs associated with administering the service system. The payments generated by these sources directly finance OPWDD operations and support bonded capital costs.
The duties of the position may include, but are not limited to, the following:
- Maintain coding structures necessary to report cost information to Federal and State oversight agencies in compliance with Federal Medicaid Provider Reimbursement Manual Publication 15 and with instructions contained in the NYS Consolidated Fiscal Reporting (CFR) and Claiming Manual
- Maintain various databases utilized in OPWDD's statewide cost finding process
- Compile and code source data used in OPWDD's statewide cost finding process
- Provide assistance to supervisor and other CARS staff with the preparation of annual finding and the CRF for OPWDD operations per requirements set forth in the NYS Medicaid State Plan and HCBS Waiver agreements
- Provide NYS Department of Health (DOH) with data necessary to establish Medicaid rates for OPWDD State Operated programs and with data necessary to prepare Medicare Upper Limit calculations for Federal oversight agency (Centers for Medicare and Medicaid Services)
- Complete special projects and attend meetings as requested by the Supervisor, CARS management, and/or Division Management.
